Be open to tie-ups, party panel tells Congress

June 24, 2008, Accepting the reality that the party cannot rule out alliances if it wants to emerge victorious in elections, a high-level Congress panel has suggested that it be open to the idea of tie-ups in the state elections.
The report of the Antony committee that was set up to suggest an action plan for the party for the coming Assembly and Parliamentary elections has suggested that poll tie-ups should not be ruled out and the party should even be open to forming new alliances, sources said.
It has recommended that the opinion of the state leadership should be sought in forming alliances, they said.
The committee, however, could not form a view on whether the party should project a chief ministerial candidate and the report has kept silent on the issue.
"When elections are fought under an incumbent Chief Minister, naturally he or she is projected as the leader. If we contest elections as an opposition party, so far, we have not declared any one as the chief ministerial candidate," a senior Congress leader said.
The seven-member panel headed by Defence Minister A K Antony, dubbed as the `Re-energising Committee', and formed to suggest ways to ensure that the Congress tastes victory in the coming Assembly and Parliamentary elections, submitted its report to party President Sonia Gandhi [Images] on Saturday last.
The report, which will be taken up for discussion at a CWC meeting to be held next month, constitutes a manual on steps to be taken to re-energise the party in the run-up to the Assembly and Lok Sabha elections.

Don't go ahead with the N-deal: Top scientists

June 24, 2008, At a time when the country is divided over the Indo-US nuclear deal, three prominent nuclear scientists have urged the government not to go ahead with the controversial deal.
Former chairman of Atomic Energy Commission Dr. P K Iyengar, former chairman of Atomic Energy Regulatory Board Dr A Gopalakrishnan and former director of Bhabha Atomic Research Center Dr.A.N. Prasad say that there is a great deal of disquiet among the scientific community at large about the deal.
They also said they had met the Prime Minister Manmohan Singh [Images] earlier and discussed about the after-effects of the deal, besides writing to the MPS.
The scientists say the government should not proceed to seek IAEA board approval for the current draft safeguards agreement until its implications are debated completely the country.
Disputing the government's claim about the energy security aspect if the deal is signed, the scientists say it has been quantitatively shown that the additional power will come at a much higher cost per unit of electricity compared to the conventional coal or hydro power, which India can generate without any foreign imports. In a release, the scientists argue about the repercussions of the nuclear deal.
Here are the excerpts:
"Once the deal is in place, it is also clear that India's commercial nuclear interactions with the US as well as with any other country will be firmly controlled from Washington via the stipulations of the Hyde Act 2006 enforced through the stranglehold which the US retains on the Nuclear Suppliers Group.
Any argument to the effect that the deal will be governed only by the bilateral 123 Agreement is untenable , because this Agreement in turn is anchored in US domestic laws , which include the Hyde Act . And , the Hyde Act contains several stipulations which are extraneous to the issue of bilateral nuclear co-operation , including foreign policy behaviour which India needs to adhere to if the deal is to be kept alive.
The real issue facing India , therefore , is whether or not we want this mythical extra 'energy security ' through this deal , paying almost thrice the unit capital cost of conventional power plants , with the additional burden of subjugating the freedom to pursue a foreign policy and indigenous nuclear R&D programme of our own.
The nuclear deal could also have other serious repercussions, including a potential weakening of India's nuclear deterrent and an inability to protect & promote indigenous R&D efforts in nuclear technology. A combination of the extreme secrecy with which the government has carried forward this deal , the media hype they were able to generate in its favour , the parochial interests of opportunistic individuals & organizations, and the unfortunate ignorance of the issues involved among the general public have put the country on a dangerous path, likely to lead to the detriment of the current & future generations of Indians. Today's urgency to rush to the IAEA Board, in consonance with the American timetable , to get the safeguards agreement approved and thereafter clinch the Deal during the tenures of the current governments in India and the US must, therefore , be replaced with an openness & introspection that is vital for a serious debate which the situation demands.
The central issue about the IAEA safeguards agreement has been the doubt as to how "India-specific" these are . In particular , since it is distinctly clear from the Hyde Act and the 123 Agreement that no uninterrupted fuel supplies have been guaranteed in these documents for reactors which India will place under safeguards , the government had assured that this defect will be corrected in the safeguards agreement . Since the IAEA was all along known to be no fuel-supply guarantor , there is serious doubt whether Indian negotiators obtained any assurance in this regard.
As per the 123 Agreement , the government has all along asserted that the IAEA safeguards will have "provisions for corrective measures that India may take to ensure uninterrupted operation of its civilian nuclear reactors in the event of disruption of foreign fuel supplies. Taking this into account, India will place its civilian nuclear facilities under India-specific safeguards in perpetuity" . The nation would like to know clearly what these "corrective measures" will be , before plunging headlong into this deal . India being merely allowed to withdraw from safeguards the Indian-built PHWRs we may place under safeguards , and that too after stripping them of all spent & fresh fuel and components of foreign origin , is no corrective step at all because such action does not ensure uninterrupted operation of these civilian nuclear reactors in the event of disruption of foreign fuel supplies. Besides , this relaxation does not apply to the imported power reactors , which will use up the bulk of our investments in nuclear power ; these units will perpetually stay under safeguards , even after fuel supplies are denied .The Hyde Act prohibits the US Administration from directly or indirectly (through the IAEA or other countries) assisting India with life-time fuel supplies after suspension of the Deal . Therefore , the Government owes a clarification in this regard to the UPA-Left Committee and the public. The 123 Agreement states that the imports under the deal "shall be subject to safeguards in perpetuity in accordance with the India-specific Safeguards Agreement between India and the IAEA and an Additional Protocol, when in force". While the actual draft of the Additional Protocol (AP) applicable to India may have to be negotiated and agreed to at a later date , it is absolutely necessary that a prior agreement between the IAEA and India on the essential features of such an Additional Protocol must be reached simultaneous with the finalization of the safeguards agreement and before signing it . The most intrusive actions under safeguards are always taken on the basis of this protocol , including the "pursuit clause" which permits interference with our non-civilian programs on the basis of unsubstantiated suspicion . India needs to make it clear what the limits are beyond which we will not entertain any IAEA action or intrusion , and it should be clear that a standard Model Protocol applicable to non-nuclear weapon States will not be acceptable to India. The leverage to debate and get the kind of restricted additional protocol we want will be entirely lost once a safeguards agreement alone is first put in place and the installations put under safeguards . As we understand , the limitations within which India is willing to enter into the Additional Protocol regime was neither discussed by Indian negotiators at the IAEA nor do they appear in the safeguards draft or its attachments. The government needs to clarify their thinking on the additional protocol before proceeding to the IAEA Board . Reprocessing the spent-fuel arising from burning fresh imported fuel in our civilian reactors provides us valuable additional plutonium , which in turn can be recycled into future civilian fast-breeder reactors (FBRs) or advanced heavy water reactors (AHWRs) Reprocessing , therefore , is at the core of India's plans to build long-term energy security.
The government had all along pledged to secure an unqualified right to reprocess spent-fuel and even termed India's right to reprocess "non-negotiable" . But , in the 123 Agreement , what has finally been obtained is merely an empty theoretical right to reprocess.
The actual permission to reprocess will come after years, when a dedicated state-of-the art reprocessing plant is built anew to treat foreign fuel , along with a host of allied facilities .
There will be a large number of safeguards & additional protocol issues related to this , and all these hurdles will have to be crossed to reach the beginning of reprocessing . Much of the fundamental basis on which all this will be done has to be discussed and settled now at the outset, while the overall safeguards agreement is being finalized . But , the government has not done this exercise during the recent set of negotiations with the IAEA , and this deficiency will come to haunt India in future unless it is removed.
In the above manner , there are several other key safeguards-related issues of crucial importance , for which no one , including the UPA-Left Committee which the Government created , has been provided answers . None of the issues raised in this Press Release can be addressed adequately and in an acceptable manner unless the entire safeguards agreement and its associated papers are made available to the UPA-Left Committee for their evaluation , as well as to a set of independent national experts who have so far not been part of the Government's negotiations with the IAEA."

Police sources quoting another accused in the case, Pinku Ravidas, said the accused slid the handcuffs down his wrist, outside the court of Special Central Bureau Investigation Judge B K Srivastava and escaped before the policemen guarding them could take notice. "I saw him run towards the Ganga river behind the court complex, then he vanished," Pinku told media-persons.

India, Australia defer decision on uranium sale

June 23, 2008, India on Monday said that its commitment to non-proliferation is 'second to none' and the issue of procuring uranium from Australia will come up once it firms up an international arrangement for nuclear commerce.
External Affairs Minister Pranab Mukherjee, who met his Australian counterpart Stephen Smith in Canberra, also said it was too early to refer to the issue of uranium sale as political discussions back home on implementing the India-United States nuclear agreement were still on.
"I have not come here with one issue of getting uranium from Australia. We are aware of the Labour party position on uranium for quite some time. Australia's commitment to non-proliferation is firm and we respect that," he said at a joint press conference after the meeting.
"So far our requirement of uranium is concerned, I think it's too early to refer to that as it has been pointed out by Minister Smith...I am really busy back home at the political front, in regard to implementing the 123 agreement with the US," Mukherjee added.
"Once we have the entire process in place and uranium trade with India is permissible as per the international arrangement, then and there the question will come," he said.
Smith said if and when the 123 Agreement reaches the International Atomic Energy Agency or the Nuclear Suppliers Group, Australia would give consideration to what the arrangement is.
"We have told US government also that when such a thing happens, Australia will then give its consideration to the proposal."
Mukherjee also affirmed that India's commitment to non-proliferation is second to none and the two countries share a common goal of a nuclear-free world.

N-deal: Left leaders get death threats

June 22, 2008, Leaders of Left parties, who have strongly opposed the implementation of the Indo-US nuclear deal, have started receiving "death threat" mails.
Four top Communist leaders -- Prakash Karat and Sitaram Yechury (CPI-M), A B Bardhan and D Raja (CPI) -- have received "death threats" by mail for stopping the Congress-led UPA Government in going ahead with the nuclear deal and "harassing" Prime Minister Manmohan Singh's cabinet.
Sources said, the letter written in "incorrect English" by one Vinay Kateri from Mumbai has accused the Left leaders of "hijacking" national interests and warned them against "behaving like terrorists."
The writer also accused them of suffering from "anti-American virus" and said "people of this country are tired with their ... behaviour and harassing the government for the last four-and-a-half years."

UPA govt is in ICU, says Advani

New Delhi: Criticising the crisis-ridden UPA government, Leader of the Opposition in the Lok Sabha and senior BJP leader L K Advani has said that the Congress-led dispensation is "in a state of paralysis."

Speaking at a function organised by a financial daily in Mumbai on Saturday, Advani said, "In my six decades in national politics, I have never come across a government that has remained in a state of paralysis for so long a time, due to its own internal contradictions."

"The UPA government is in ICU and how it will rescue itself is something that I don't know. I am not a doctor," he said.

On the inflation rate which has touched a 13-year high of 11.05 per cent, Advani said, "People expected better management of the nation's economy from Manmohan Singh, who is known to be a distinguished economist."

Chennai: DMK chief and Tamil Nadu Chief Minister M Karunanidhi on Sunday said that the unity between the UPA and Left parties should not be disrupted over the latter's opposition to the Indo-US nuclear deal, as it would affect the nation's progress.

Emerging from Karunanidhi's residence after a 40-minute meeting with him and CPI leader D Raja, CPI (M) general secretary Prakash Karat told reporters that the Chief Minister had told them that the disruption would only pave the way for 'communal forces' to gain the upper hand.

Karat said they had assured Karunanidhi that the Left parties would meet again to find a solution to the Indo-US nuclear deal. "We will meet Karunanidhi again," he said.

Karat said they had put forth the Left parties' views on the UPA government's move to go ahead with negotiations with the IAEA board of governors on the safeguards agreement.

"We are against it. We have explained to him our stand. As a senior leader of the UPA, Karunanidhi will take up the issue with the Congress," he said.

PM still unwell, Mukherjee puts off Aussie visit as nuclear stalemate in Delhi continues

June 21, 2008, Prime Minister Manmohan Singh continues to be unwell, External Affairs Minister Pranab Mukherjee has postponed his visit to Australia by a day and Communist Party of India-Marxist General Secretary Prakash Karat has warned that the Left will withdraw support to the United Progressive Alliance government by Wednesday if the UPA continues to pursue the India-US nuclear deal. Dr Singh is still ill and resting, his media adviser Dr Sanjaya Baru told rediff.com on Saturday morning. The prime minister, who is reported to be running a viral fever, has cancelled all his appointments since Thursday, June 19, giving rise to speculation that he may resign if the nuclear deal is abandoned by his Congress party and its UPA allies to avoid an early election.
Meanwhile, Mukherjee, the Congress party's go-between with the Communists and its UPA allies, deferred an official visit to Australia so that he could try and convince the Left leaders on Saturday to soften their stand on the nuclear deal.
Karat meanwhile told The Telegraph newspaper that the Left will break away from the UPA if the government insists on taking the nuclear treaty to the International Atomic Energy Agency in Vienna.
The Telegraph felt the Left could pull down the government to ensure that a minority government does not go ahead with the nuclear deal.
"The situation is neither good or has worsened," Mukherjee told the media on Friday after an unscheduled meeting with Karat. Agriculture Minister Sharad Pawar [Images] also spoke to Karat in an effort to break the deadlock.
Should the 60 Left MPs withdraw support to the UPA, the Congress may seek backing from the 38-member Samajwadi Party to save the government. The Congress has 153 MPs in the Lok Sabha; its other UPA allies include the Rashtriya Janata Dal (24 MPs), the Dravida Munnetra Kazgham and Nationalist Congress Party (16 and 11 MPs respectively), the Pattali Makkal Katchi (6), Jharkhand Mukti Morcha (5) and Ram Vilas Paswan's Lok Janashakti party (4).
Though the government had offered to talk to the Left parties on June 25, the meeting could be pushed to Saturday next, June 28, because Mukherjee is away.

We want to take Left along on N-deal: Congress

June 20, 2008, With most United Progressive Alliance constituents disfavouring early polls, Congress on Friday said it wants to take the Left allies along while pushing the Indo-US nuclear deal and that there would be "no loss of face" if the agreement fails.
Insisting that the UPA government is not a "one-issue government", Congress spokesman Shakeel Ahmed rubbished reports about Prime Minister Manmohan Singh offering to resign over the nuclear deal in the wake of stiff opposition by the Left parties.
He said all steps involved in the nuclear deal so far have been taken with "consent" of the Left parties and the government would continue to do so in future.
"We want to keep the government intact and at the same time we want the deal also," Ahmed told reporters in Delhi as hectic parleys involving the Congress, other UPA constituents and the Left parties continued with an aim of finding an end to the deadlock over the issue.
Without spelling out the future plans, he maintained that whatever action the government takes, it will be in the national interest.
To a question, he said the nuclear deal is in the national interest and added that the government will try to take the Left parties along while pushing it.
Questioned whether it would not be a "loss of face" for the government and the Congress if the deal does not go through, Ahmed disagreed and referred to the prime minister's statement that the UPA government "is not a one-issue government."
The indication of the softening of stand by the Congress came after major UPA constituents, including Nationalist Congress Party, Rashtriya Janata Dal and Lok Janshakti Party told the government on Thursday that they do not want early polls and efforts should be made to end the deadlock by addressing concerns of the Left parties.
The Congress spokesman sought to play down the Left parties' threat to withdraw support, saying he did not think about such a possibility and it was a "hypothetical" matter.
Ahmed thanked the Left parties for supporting the government for four-and-a-half years and said, "It is our responsibility to take them along."
In this regard, he pointed out that the government had set up the UPA-Left committee to discuss the nuclear issue, which was not in the Common Minimum Programme.
On resolution of the issue, he pinned hopes on the June 25 meeting of the UPA-Left committee on the nuclear deal and suggested that its outcome should be awaited.
When referred to reports that the prime minister had offered to resign, Ahmed denied it and said such "speculation" should not be spread.
Ahmed said Dr Singh has full support of Congress president Sonia Gandhi as well as the party on the nuclear issue.
Justifying the nuclear deal, the Congress spokesman said it is in the interest of the country as it will help meet the energy deficit.
The country needs two lakh megawatts of power and there is a shortfall of 78,000 MW, Ahmed said, adding the nuclear deal will help generate about 16,000 MW of electricity.
"It is our responsibility to take care of their (Left) apprehensions. They have given us support for four years and now we cannot let them go just like that," a senior Congress leader said.
Another leader said the government was likely to give the Left the assurance that it would operationalise the deal onlyafter seeking the sense of the House and ratification by the Union Cabinet.
He played down the idea there could be a loss of face internationally if the government does not go ahead with the deal, as it is known that it is a coalition and whatever decision is taken should be with the consent of everyone.
On the record, Ahmed recalled the prime minister himself having said at the HT Summit last year that his was not a one-issue government and if the deal does not come through, it would not be the end of life.
As hectic parleys took place in the run-up to the crucial June 25 UPA-Left discussions on the nuclear deal, in another sign of softening of stand, a Congress leader said this was not necessarily the last meeting of the panel.
Lending an insight into the present political situation, he said the "sense of panic" was created as it was realised that the impression that the government got in back-channel talks with the Left of another concession from them was in fact just a "false hope."
He further said if the Left gave any concession on the deal in the June 25 meeting, it would be a "major coup".

Don't sign IAEA agreement, Left to government

June 20, 2008, Hectic efforts to resolve the standoff over the Indo-US nuclear deal continued on Friday night with External Affairs Minister Pranab Mukherjee discussing the issue with top Left leaders who clearly told the government that it should not sign the safeguards agreement with the International Atomic Energy Agency.
Hours after the Left parties threatened to break ties with the United Progressive Alliance if nuclear deal is implemented, Communist Party of India-Marxist general secretary Prakash Karat met Mukherjee and discussed the issue in the light of the government's attempts to go ahead with the agreement.
"I explained to him (Mukherjee) the Left parties' stand adopted at our meeting," Karat told reporters after his over hour-long discussions with the external affairs minister who will be out of the country from Saturday for three days before the June 25 meeting of the UPA-Left committee.
"We have asked the government not to proceed further on the IAEA safeguards agreeement," the CPI-M leader said.
After Karat, CPI national secretary D Raja also met Mukherjee and conveyed a similar message.
Earlier in the day, a senior CPI-M leader made it clear that "if the govrernment takes the next step, we will break with them."
Asked whether CPI-M would vote against the government after withdrawal of support, he said, "Once we break, we will be on the other side (opposition)."
To a question whether the Left parties would delink the IAEA safeguards agreement from the 123 agreement with the US and would be satisifed with a public announcement from the government on the issue, Karat shot back, "Are they (government) going to make a public pronouncement?"
Amid these strong statements, Karat expressed the hope that the government will last its full term and that "we are trying to make serious efforts (in this regard)."
Nationalist Congress Party leader Sharad Pawar , whose party is a key constituent of the UPA, met Karat on Friday morning in an attempt to defuse the situation.
He later said the government should listen to what the Left parties are saying and address their "concerns" while deciding on the nuclear deal.

PM wants to quit over nuclear deal

June 20, 2008, Congress sources told rediff.com late on Thursday night that Prime Minister Manmohan Singh is putting the maximum pressure possible on Congress party president Sonia Gandhi to go ahead with the India-US nuclear deal. The tussle between Dr Singh and some party leaders, who do not want an early general election provoked by the withdrawal of Left support, is on and far from over, the Congress sources added.
Dr Singh would like to resign as prime minister if the Congress party does not back him on the deal. However, negotiations between Dr Singh and the party continue and the final verdict is not out yet.
The prime minister is likely to continue pressurising the Congress leadership before the next United Progressive Alliance-Left parties meeting on the nuclear deal on June 25.
Dr Singh will not have much to lose if he insists on an exit from power because his four-year tenure has ensured his place in history. The final year in power will be the most difficult with international oil prices likely to cross $150 per barrel.
Another factor behind the current political drama in New Delhi over the nuclear deal is a powerful lobby's belief that a strategic partnership with the United States is a win-win situation for India and the US. Dr Singh's supporters think it is time "the Congress calls the bluff of the Left parties" and goes ahead with the nuclear deal.
But it seems difficult for Dr Singh to garner his own party's support for the deal. Notwithstanding the public stand of UPA allies like Rashtriya Janata Dal leader Lalu Prasad, Nationalist Congress President Sharad Pawar [Images] and Dravida Munnetra Kazagham supremo M Karunanidhi supporting the deal, the Congress is well aware that these allies do not want an early election, and certainly not in November. External Affairs Minister Pranab Mukherjee, the mediator between the Congress, the Left parties and its allies, briefed Dr Singh on the issue today.
Dr Singh cancelled all his appointments for Thursday, June 19. An official statement said the prime minister is unwell and running a viral fever.
The prime minister is understandably anguished because it will be embarrassing for him to travel to Tokyo next month for the G-8 summit -- where he will meet US President George W Bush -- after suffering a domestic political defeat on a diplomatic issue of great importance. "The prime minister," a reliable Congress source said, "wants to save his prestige in an international forum."

Gujjars to get 5 per cent quota in Rajasthan

The Rajasthan government on Wednesday announced a five per cent reservation for Gujjars under a "special, separate backward class" category sealing an agreement with the community and ending the nearly month-long agitation by its members demanding Scheduled Tribe status.
Apparently as a balancing act ahead of assembly polls later this year, the Rajasthan government also announced 14 per cent reservation for "poor among upper castes" including Bramhins, Rajputs, Vaishyas and Kayasthas.

Addressing a joint press conference with Gujjar leader Kirori Singh Bainsla in Jaipur, Chief Minister Vasundhara Raje announced five per cent quota for Gujjars as also Rebaris and Banjaras.

Apparently keeping in mind the sensitivities of the influential Meena community, which enjoys the ST status in the state, she sought to allay apprehensions about the impact of the quota for Gujjars on the present reservation system.

"This quota would not have any adverse effect on the present reservation system in the state," she said adding, "there is a necessity to give special support to some sections."
Expressing gratitude to Raje and giving her all credit for ending the stalemate, Bainsla said that in view of Wednesday's announcement the Gujjar agitation would be called off after he reaches Pilupura in Bharatpur, the nerve centre of the agitation.

"We hope there will be no need for any more agitation on the issue", he said.
Earlier, the formal announcement of the agreement between the two sides, which was slated for morning, was delayed by a few hours apparently due to some last-minute glitches.
The 27-day Gujjar agitation, which witnessed largescale violence, claimed 43 lives in police firing in Rajasthan and Haryana.

Soon after resolving the Gujjar issue, Raje addressed a separate press meet announcing reservation for economically poor among upper castes, based on a report submitted on Wednesday by the Economically Backward Classes Commission.

The speed with which the commission report was accepted by the government underlines the Bharatiya Janata Party's anxiety to ward off possible backlash by upper castes, perceived to be the party traditional vote bank, to reservation for Gujjars.

At the same time, the chief minister assured other castes that EBC's recommendations would not affect the existing quota categories of SC/ST/OBC.

The state EBC Chairman Justice Shashi Kant Sharma and his two colleagues Ashutosh Gupta and Mahesh Tanwar submitted the report to the government on Wednesday, Raje said.
A cabinet meeting would take up the report on Thursday and consider its implementation in the state at the earliest, she added.

The state EBC commission was set up on the pattern of the Central EBC to cover poor people of upper caste and who were deprived of their educational and professoinal rights, Raje said.
In the past, almost every political party promised reservation for poor among upper castes, but it was never fulfilled, she said.

The Rajasthan government also a relief package for the Gujjar community including Rs.5 lakh cash ex gratia each to the next of the kin of those killed in police firing and violence.

Besides cash, one dependent of the deceased would be given a government job, an official release said, adding the seriously injured person would be paid Rs 1 lakh while persons with simple injuries would be given up to Rs 25,000.

The state government also assured the Rajasthan Gujjar Arakshan Sangarsh Saimit that the legality of the demand for withdrawal of criminal cases filed againt those during the agitation would be examined on merit.

The Gujjar delegation, in turn, also assured the state government that it would not raise any other demand and it would not support any other Gujjar faction's movement and agitation in future.

Trouble brews over 'holy' hill as Vedanta applies for lease

June 17, 2008, The bauxite-rich Gandhamardan hill in Orissa is likely to become the centre of an environmental and cultural controversy again after two decades.
In 1986, India's third-largest alumunium producer Balco had applied for a mining lease in the area when it was a government company. This year, the hill is being sought by Balco again, but this time as a private company owned by London-based commodities entrepreneur Anil Agarwal's Vedanta group.
When Balco tried to obtain a mining lease for Gandamardhan 22 years ago, veteran activists like Anil Agarwal of the Centre for Science and Environment, Sunderlal Bahuguna and the Gandhamardan Yuva Surakshya Sena fought the company tooth and nail. The state government had given in to the activists' demands then.
Two decades on, the company is back and the Gandhamardan Surakshya Yuva Sena is also ready to strike.
The non-government organisation said it was alerted by a notice stuck at the tehsildar's office last week asking people to give their views on leasing out the hill to Vedanta for mining.
However, the date for submitting objections had expired almost a month before the notice was pasted, the activists said.
Vedanta official P K Panda denied that a notice was issued. "It is not possible. We are only one of the 20 applicants and we may not even get a mining lease. Our turn comes last. There is no question of a notice being given out now," he said.
He agreed that there were environmental reasons for Balco being refused mining rights to the hills before. "We are now Vedanta. And as for trying for a lease at Gandhamardan, it is but natural that mining companies will try to get a lease at a place where the mineral is available. We can't seek permission to mine a hill-top on which there is no bauxite," he added.
Vedanta is already facing opposition to mining in the Niyamagiri hills in the Lanjigarh block of Kalahandi district in Orissa. Gandhamardan is in the neighbouring Bargarh district.
In both cases the opposition centres on the fact that bauxite mining might endanger the river and streams that flow from the hills and feed the surrounding villages.
The destruction of local flora and fauna and the disruption of cultural life of the mostly tribal communities in the area are also cited as reasons for opposing these projects.
Another sensitive aspect of the opposition is the religious significance of the hill for both tribal communities in the area and Hindus.
The hill is mentioned in the epic Ramayana. According to legend, the mythological Hanuman plucked a portion of the hill to heal Lakshmana during the battles in Lanka.
The two sides of the slopes also have ancient temples that are significant to local faiths -- the Nrusingha Nath temple on the Bargarh side of the hill and the Harshankar temple on the Balangir side.
The hill is rich in herbal wealth and ayurveda colleges are situated on both sides, said environment activist in Orissa, Ranjan Panda.
Given the fact that the issues surrounding the opposition to the mining lease are unchanged since 1986, companies are keeping their fingers crossed. "It is our job to apply for permission," said Panda of Vedanta.

India needs to make tough choices to conclude N-deal: US

June 14, 2008, Amidst uncertainties looming over the fate of Indo-US nuclear agreement, the US has asked India to go for some "tough choices" in making the deal a possibility.

"President Bush pressed for the civilian nuclear agreement with India against strong opposition because he's committed to our long-term strategic partnership. Now India needs to make some tough choices," Commerce Sectary Carlos Gutierrez has said.

Noting that rising demand of energy cannot be ignored, he expressed hope that India will quickly move forward to fully realise the potential of this historic agreement.

"Rising demand for energy is an issue that our countries cant ignore. We believe it's essential to quickly implement the landmark civilian nuclear agreement and bring India into the international nuclear non-proliferation mainstream," he said at United States India Business Council 33rd Anniversary celebrations in Washington.

The United States remains committed to being India's partner in providing clean, sustainable energy. While this includes nuclear power, it also means using other clean energy technologies, he added.

Commerce Minister Kamal Nath had said that the Indo-US nuclear deal has not been shelved and the Indian government is moving forward to evolve a political consensus within the country.

"We are moving toward a political consensus inch by inch. I don't think it has been put away and I am confident that at some point we are going to arrive at this political consensus within India and that's the best way to do it," he said.

Grenade attack near J&K secretariat

June 14, 2008, Two persons were injured in a powerful hand grenade explosion near the high security civil secretariat in Srinagar , which houses the offices of the chief minister, senior ministers and top bureaucrats of Jammu & Kashmir.
The civil secretariat was, however, closed for the weekend holiday.

"Militants lobbed the grenade from a back lane of the civil secretariat, which exploded outside its premises, causing injuries to a paramilitary Central Reserve Police Force trooper on guard duty and a woman passing by. The injured were taken to hospital for treatment," a senior police officer said.

There has been a spate of hand grenade explosions after a long lull in the Valley in the past one week. Only on Friday, six civilians were injured in a powerful grenade blast in northern township of Baramulla.

No group has yet claimed responsibility for the blast.

Kashmiri Pandits return home

12, 2008, Kashmiri Pandits, who fled the Valley following the eruption of militancy in the early 1990s, are flocking the venerated shrine of Hindu goddess Ragnya Devi in north Kashmir.

The number of devotees thronging the Khir Bhawani shrine as part of an annual pilgrimage has been on the rise since 1997, when the shrine re-opened for the public after a brief hiatus.

Dalits' condition worst in UP, says SC panel

June 12, 2008 18:25 IST, In a virtual snub to the Mayawati government in Uttar Pradesh, the National Commission for Scheduled Castes on Thursday said the state had the "worst track record" across the country in terms of atrocities on Dalits.

"Uttar Pradesh continues to be at the top in terms of the number of cases of atrocities against Dalits reported in states across the country. The latest data available with us is for 2006 when the state recorded a whopping 52,827 such cases," chairman of the Commission Buta Singh said.

Singh was leading a three-member delegation which visited Kaanti, a remote Dalit-dominated village in the district that has been in the grip of tension for the last one week over the controversial purchase of a piece of land by a retired police personnel. Singh claimed the depressed classes were being driven to the wall in the state "due to an unsympathetic administration which has scant respect for the constitutional provisions made for the weaker sections".

The former Union minister, who asserted that his visit here was "totally apolitical", however, took potshots at Chief Minister Mayawati, saying "She apparently has no control over the administration and the police as a result of which her proclaimed commitment to the cause of the Dalits was now under scanner."

Strongly condemning the "brutal attack on women, children and old people" in Kaanti on January 7, when an attempt was made to get the land vacated with the help of local police, Singh however maintained that reports of injuries to a number of police personnel in retaliatory violence were "totally false".

Petrol prices to be hiked again?

June 12, 2008 17:51 IST, India may go for another round of hike in energy prices as global crude prices continue the upward swing, says credit rating agency Moody's.

"As global prices continue to soar, the government will likely announce further increases in energy prices and cuts in subsidies," said a report by Moody's Economy.com, an associate of Moody's.

After much dilly-dallying, the government had earlier this month announced hike in price of petrol by Rs 5 a litre, Rs 3 for diesel and Rs 50 for a gas cylinder to help oil marketing companies partly meet their under recoveries because of surging global crude prices.

The government still gives Rs 300 subsidy for a gas cylinder.

The government had to face an all-round criticism for its move to raise petrol prices and even Prime Minister Manmohan Singh addressed the nation to explain the rationale for the increase.

Following the appeal of the prime minister, many states also cut sales tax on petroleum products to blunt the impact of fuel price hike.

Moody's further said authorities would continue to hand out assistance to the poor households while trying to tame inflation, given that price rise is the biggest obstacle of the incumbent government in restoring voters' trust in the lead up to the general election.

Maharashtra HSC results on June 7

The results of the Higher Secondary Certificate examination of the Maharashtra State Secondary and Higher Secondary Education Board, held in March this year, will be announced on June 7.

The results will be announced at 3 pm and the mark sheets will be available to students at colleges the same day, a statement issued by the board in Mumbai on Friday said.
The last date for submission of applications by students for retotalling of marks will be June 17.
Similarly, the last date for the submission of applications for the October 2005 examination will also be June 17, and the last date with late fee for the same will be June 27, the board said.
The HSC examinations were conducted by the Pune, Nagpur, Aurangabad, Mumbai, Kolhapur, Amravati, Nashik and Latur divisional boards.

From our CorrespondentNEW DELHI, June 6: Giving a new twist to the Ripun Bora case, arrested journalist Mukul Pathak told reporters outside the Tis Hazari Court here today that two others, Diganta Saikia and Abhignyan Gogoi, had also been involved in the bribery episode.Pathak, after being produced in the court at around 3 pm today, has been remanded to one-day CBI custody by Special Judge VK Maheswari. Pathak was arrested by the CBI from the LGBI Airport in Guwahati for his alleged link with former Asom Education Minister and CBI officer AB Gupta, whom Bora allegedly offered bribes in a Delhi inn.Pathak told reporters at the court premises later that it was beyond his knowledge as to why the CBI arrested him alone, since two others — Diganta Saikia and Abhigyan Gogoi — had played the key role in linking Bora with the CBI official. Diganta is a surrender ULFA member residing in Koliabor, near to the Pathak’s residence at Samaguri. Gogoi, on the other hand, is a close relative of CBI official Gupta. According to sources, Abhigyan Gogoi’s father Nomal Gogoi, who is an Assam Police officer, has two wives and one of his wives is the sister of CBI official Gupta. According to Pathak, the CBI officer, through these two persons, claimed Rs 3.5 crore from Bora, which was later settled at Rs 17 lakh.Pathak further said he accompanied Bora to Delhi along with the Bora’s brother-in-law M Baruah on Monday on request from the former Asom Education Minister. However, Bora kept him at Room No. 701 of Luhiaj Hotel near Delhi airport and later told him to go back to Guwahati the next day, Pathak added. Meanwhile, CBI counsel BP Singh told reporters that Bora, along with his linkmen Ramesh Maheswari and Pathak, are scheduled to be produced in the court tomorrow. He hinted that the CBI is likely to cross examine them simultaneously. Bora and Maheswari have been kept in separate cells in the CBI headquarters. Bora’s wife and daughter met Bora in the CBI headquarters today.

Poll debacle makes Congress hold 'introspection camp'

In search of a 'mantra' for victory after a series of electoral losses, the Congress will hold a 'Chintan Shivir' in the second week of July.

The 'introspection camp' will be timed so that it can take into account the report of the Antony committee, set up this week to suggest a winning strategy for the coming Assembly elections, as well as the Lok Sabha polls, party sources said.

The venue of the meeting has so far not been decided, but it will be held in Delhi or somewhere nearby, the sources added.

The decision to hold the 'Chintan Shivir' was taken at the Congress Working Committee held on Saturday, in which the electoral losses, including the recent poll debacle in Karnataka, were discussed in depth.

The 'Chintan Shivir' will discuss the lessons learnt from the elections gone by and will focus on preparing a road-map for the Assembly as well as Lok Sabha polls.

The last time the Congress held such an introspection session was in Shimla in 2003, just ahead of the previous Lok Sabha elections. Prior to that, the party had held such a brainstorming session in Panchmarhi in 1998.

CBI to probe Scarlett Keeling murder case

Nearly four months after her body was found, investigation into the case has been taken up by the Central Bureau of Investigation into the high-profile Scarlett Keeling murder case.
The CBI registered a case into the murder of the British teenager following a request for the same by the Goa [Images] government in May only, official sources said.

"We have re-registered the initial FIR done in Goa and investigations are currently on," said a CBI official.

Scarlett's semi-naked body was found on the tourist favourite Anjuna beach on February 18. Though the police had initially termed it a case of drowning, it was later forced to register a case of murder and rape after the victim's mother Fiona MacKeown alleged foul play.
Though the initial autopsy report said the cause of death was drowning, the body had numerous bruises which led to the suspicion of her being raped.

A second autopsy performed at Fiona's insistence led to the arrest of a local bartender Samson D'Souza and an alleged drug peddler Placido Carvalho.

While Samson is charged with drugging, raping and killing the girl, Placido has been accused of drugging and conspiring with Samson in the murder.

The police probe had come in for much criticism leading to the sacking of Inspector Nerlon Albuquerque, who was heading the investigation, by the state government.

Delhi-Rajasthan rail traffic restored

Rail traffic between Delhi and various destinations in Rajasthan was restored on Saturday with eight trains resuming their services after being suspended for nearly two weeks due to Gujjar agitation demanding ST status for the community.

"The situation has improved. We have restored the rail services in certain areas of Rajasthan," a Northern Railway official said.

"Train services have been partially restored in Rajasthan today and eight trains that were suspended due to the agitation will run as per their schedule from today," the official said.
The trains that have been restored today are Ahmedabad-Haridwar Express, Delhi-Jodhpur Mandore Express, Delhi Sarai Rohila-Jodhpur Express, New Delhi- Ahmedabad Rajdhani Express, Ala Hazrat Express, Jaipur-Amritsar Express, Porbander-Delhi Sarai Rohilla Express and Ashram Express.

The services of Jodhpur Sampark Kranti Express would resume from tomorrow, whereas Jasalmer Express and Jammu-Delhi-Ajmer Express have been partially restored.
However, the rail traffic on Gangapur City Bayana section in Kota Division has not been restored, he said, adding it will take a few more days.

Centre to add IIT label to new engineering colleges

Brushing aside objections over brand dilution, the government has reportedly begun work on modifying the IIT Act, 1961, to ensure that the eight new engineering institutes it is setting up come under the premier Indian Institute of Technology umbrella.

With the government's plan to set up engineering institutes in Rajasthan, Bihar, Andhra Pradesh, Himachal Pradesh, Orissa, Madhya Pradesh, Gujarat and Punjab � besides converting the institute of technology at Banaras Hindu University into an IIT � the total number of IITs will increase to 16.

Sources said the Human Resource Development Ministry is planning to do away with the 'society' system for the new IITs to hasten the process.

To award degrees, a body must be a university that is created under the central or state legislature. IITs and the Indian Institutes of Management were created by a special Act of Parliament permitting them to award diplomas. They existed as 'societies' and were later converted into an institute of national importance by calling them IITs and IIMs.
By doing away with the requirement, the ministry can directly incorporate the new institutions into the IIT Act and declare them institutes of national importance, equivalent to universities capable of awarding degrees.

"It makes sense for the new IITs to be directly incorporated into the IIT Act as they become an institute in their own regard and are capable of awarding degrees. If they are made a society, they will have to be converted into an IIT again," said K K Raman, executive director, KPMG.
The move, though, has not gone down well with the existing IITs. This March, the directors of some IITs had written to the Planning Commission Deputy Chairman Montek Singh Ahluwalia, urging the government to give the proposed IITs some other name.

They believe that calling the new institutes IITs would dilute the brand image of the existing premier institutes, which figure among the world's 100 best technology universities and are compared with MIT, California University and Berkeley.

"I am surely in favour of the government's idea of creating new quality institutes like the IITs but they should be given a different name so that a different branding can be created," said Ashok Misra, director, IIT Bombay.

Rhino again killed in Kaziranga National Park

Yet another rhino was found killed in the Kaziranga National Park on Friday. Poachers, who killed the rhino have already taken away its horn to reach the rhino poaching tally to 24.According to information, the body of the one-horned rhino, slain about three days ago, was found on Friday in a water body at Singimari with its horn swan off. The body of the rhino bore bullet marks on both sides of its head and on the side of its right leg. In this very spot, a female rhino and its calf were killed by poachers about two months ago before the horn was taken away. This Dulamari area is being encroached upon by people from neighbouring areas helping the poachers to carry out their illegal activity..

Another ear triggers panic at 5 stations

On Wednesday evening, there was panic at five railway stations on the western, central and harbour lines after a television actor allegedly heard a female commuter claiming that explosives had been planted in these stations.

According to sources, Urmila Mishrall Amar lodged a complaint with the Bandra railway police after she overheard the female commuter claiming Mahalaxmi, Sandhurst Road, Dock Yard Road, Kanjurmarg and Panvel stations would witness explosions on Thursday.

In her complaint, Amar said that on Wednesday she had boarded the second class compartment from Dock Yard station at 5.40 pm. However, after reaching Bandra she realised she had left her bag in the train. When she boarded the train again, she found a lone woman in a burkha talking on her mobile phone. Amar claimed that she overheard the woman say “deliver Rs1 lakh or I will inform the police that I have planted bombs at five stations which will explode on Thursday at eight o’clock.”

Confirming the incident, Prakash Sawant, ACP (Bandra railway division), said, “We have informed all railway police station in Mumbai to be alert and have increased security at all stations.”

Despite several attempts Amar was not available for comment.

Mumbai cops check 4 rly stations for bombs

Mumbai: The police carried out checks at four suburban railway stations after receiving information from an alert woman passenger who had overheard that there would be bomb explosions at the railway stations.The woman overheard a co-passenger speaking on the phone in which the latter talked of bomb explosions at the Kanurmarg, Panvel, Dockyard Road and Mahalaxmi railway stations."The woman got down at the Bandra railway station immediately and informed the railway police about it," a senior government railway police official said.An alert was sounded at all the four railway stations and teams from the bomb detection and disposal squad were rushed following the receipt of information at 1845 hrs.The checks are still on at the railway stations and nothing suspicious has been found so far, the officer added.© Copyright 2008 PTI. Bandh cripples life in Left-ruled states

June 05, 2008 Normal life came to a grinding halt in Left-ruled states of West Bengal, Kerala and Tripura on Thursday as the ruling fronts in these states enforced a dawn-to-dusk bandh in protest against the steep hike in petroleum products.Major roads in Kolkata and Agartala wore a deserted look as vehicles, both private and public, went off the roads in response to the bandh called by the Left parties in power.

However, two-wheelers and private vehicles were seen plying in Thiruvanathapuram, where buses and autorickshaws went off the roads.

The Left Front in all the three states had on Wednesday given call for a 12-hour bandh to protest against the increase in prices of petrol by Rs 5 a litre, diesel by Rs 3 and LPG cylinders by Rs 50.

Bus, train and air services were affected in both West Bengal and Tripura with various airlines suspending their operations till 6 pm. Air and train services functioned as usual in Kerala.

Various airlines suspended flights from Kolkata for the bandh period. Ahead of the bandh coming into force, 23 flights belonging to various airlines took off in the wee hours, airport sources said.

No flights took off or landed at the Agartala airport since this morning, official sources said. Long distance and EMU trains services were also affected in Kolkata due to blockades at different stations in Howrah, Sealdah, Asansol and Malda divisions, while as many as 16 trains, including Howrah-New Delhi Poorva Express and Howrah-Ranchi Shatabdi Express were cancelled. Shops, markets and educational institutions remained closed in the eastern metropolis which also witnessed heavy rains early in the day.

West Bengal, Raj Kanojia said bandh supporters put up road and rail blockades at some places but no untoward incident was reported from anywhere in the state.

The bandh call by the ruling LDF in Kerala evoked no response from the IT sector and its impact on the industries was also minimal. Except a minor scuffle between bandh supporters and police in Nilambur in Malappuram district, no violence was reported from anywhere.

Besides, the BJP had also called for a day-long bandh in the southern state. BJP workers took out marches separately in all major towns, demanding immediate roll back of the hike on petrol, diesel and cooking gas.

Schools and colleges remained closed in Tripura and the Tripura university cancelled the examinations scheduled for today.

Congress starts selection of candidates for LS polls

The Congress on Wednesday said that the process of declaring its candidates for the upcoming Lok Sabha election would start soon.

"Party leaders sent to various constituencies for selection of nominees have already submitted their reports. The party will soon announce its candidates in certain seats, where there is a unanimous opinion on nominees," All India Congress Committee general secretary Digvijay Singh said.

To a question on reports on some understanding being reached with the Samajwadi Party for the elections, Singh said, "There has been no dialogue with any political party over the issue.

"The past experience of pre-poll alliance in the state had not been good for the party. I want Congress to field its nominees on all the seats where it has good candidates," Singh, in-charge of party affairs in Uttar Pradesh, said.

Singh said he would spend more time in the state to prepare for the elections as 'ill-preparations' in Karnataka had cost the party dearly.

The senior Congress leader termed speculations about Priyanka Vadra contesting from Lucknow seat as 'rumours'.
On the deteriorating law and order situation in Rajasthan following the Gujjar agitaion, he said the situation could be tackled through dialogue.

Ruling out imposition of President Rule, Singh said, "It's not possible in today's context to invoke Article 356 due to the political compulsions of a coalition government."

Petrol up by Rs 5 LPG too has gone up by Rs 50 a cylinder

The government on Wednesday increased the price of petrol by Rs 5 a litre and that of diesel by Rs 3 a litre. The price of an LPG too has gone up by Rs 50 a cylinder.

Petroleum Minister Murli Deora has also proposed double price for extra cooking gas cylinders. He has also proposed a new distribution scheme for LPG cylinders. Only 8 cylinders will be allowed at the current rates. All extra cylinders will cost twice the amount.

The huge subsidy losses faced by the public sector oil companies due to galloping global crude prices, has led the government to impose the hike.

Prime Minister Manmohan Singh will address the nation at 8:30 pm on Wednesday night to explain the reason for the hike in fuel prices.

With political parties, including the Left, opposing hike in fuel prices, the prime minister had warned on Monday that government is not in a position to fully insulate the consumer from the impact of rising oil prices.

"We cannot allow the subsidy bill to rise any further. Nor do we have the margin to fully insulate the consumer from the impact of world commodity and oil price inflation," he had said.
