2 lakh in India die of malaria annually: Lancet

Malaria kills nearly 2 lakh people in India every year, including 80,000 children below the age of 15 years, according to a new study published in reputed medical journal The Lancet.

The report contradicts the findings of the World Health Organisation (WHO) which had put the number of deaths due to malaria in India at 15,000.

The Lancet report says that 90 per cent of the deaths were recorded in rural areas, of which 86 per cent occurred at home without any medical attention. The study, which began in 2002, covered 6,671 areas, each with about 200 households.

The research, led by teams from the office of the Registrar General of India, Centre for Global Health Research at St Michael’s Hospital and University of Toronto, Canada, found that Orissa reported the highest number of deaths — 50,000. The other “high-malaria” states are Chhattisgarh, Jharkhand and Assam.

“In the absence of other diseases, on current death rates, a newborn in Orissa has 12 per cent chance of dying from malaria before the age of 70 years, as against 2 per cent for the average Indian baby,” Prof Prabhat Jha, co-lead author of the study, told The Indian Express.

“The WHO relies on properly diagnosed malaria patients for the estimates, which can be misleading,” said Jha.

But WHO’s India representative, Dr Nate Menabde, said its methodology is “universal”. “The method of verbal autopsy is suitable only for diseases with distinctive symptoms and not for malaria. Malaria has symptoms common with many other diseases and cannot be correctly identified by the local population. The use of verbal autopsy for malaria may result in many false positives.

In this method, deaths due to fever from any cause are likely to be misinterpreted as malaria in areas with high incidence. In areas with low malaria incidence, the symptoms are difficult to distinguish and would result in overestimates of malaria deaths,” said a statement issued by Menabde.

“The limitations of verbal autopsy, and the implausibly high case incidence rates implied by the malaria mortality estimates, indicate that the findings of the study cannot be accepted without further validation,” it added.

But Jha countered that the “WHO itself uses verbal autopsy for estimating malaria. So why aren’t they accepting it this time?”

By 2010, India will have maximum no. of diabetics

NEW DELHI: Only 7 out of every 100 adult Indians are diabetic.

This may appear to be a blessing, given that we do almost everything possible -- from sedentary lifestyle, faulty diet to high stress -- to attract such an affliction.

The global projections by International Diabetes Federation (IDF) also show that India has a much lesser prevalence of the disease than most other countries including US.

But that is just about the only satisfying bit of statistics unveiled in IDF's latest Diabetes Atlas.

IDF, which tracks the global spread of this scourge, says that by next year, the country will be home to 50.8 million diabetics, making it the world's unchallenged diabetes capital. And the number is expected to go up to a whopping 87 million -- 8.4% of the country's adult population -- by 2030.

China stands second in this infamous table with 43.2 million diabetes cases at present, which is expected to increase to 62.6 million by 2030.

The disease will prove costly for India, both in terms of lives lost and money wasted. In India, it will kill around 10.07 lakh people in the age group of 20-79 years every year -- the majority being women (5.81 lakh) from 2010.

Diabetes will cost the world economy dear -- $376 billion in 2010, or 11.6% of total world healthcare expenditure. Though India will spend only 1% of the total diabetes spending worldwide, the amount itself is staggering -- $2.8 billion. US, on the other hand, will account for $198 billion or 52.7% of the total diabetes spending worldwide. By 2030, diabetes is expected to cost the world economy $490 billion.

According to the latest figures released on Tuesday night at Montreal, Pakistan, which now stands 7th in the "top 10 worst affected countries with diabetes" list with 7.1 million diabetics, will jump three places by 2030 to become the 4th worst affected with 13.8 million diabetics.

Another of India's neighbours, Bangladesh, which at present does not figure in this list, will make an entry in another two decades, to claim the 7th worst affected country slot with 10.4 million diabetics.

Globally, the number of diabetes patients has risen sharply. While in 1985, 30 million people had diabetes, the number rose to 150 million in 2000. In 2010, 285 million people (6.6% of the global population in the age group 20-79) were found to be diabetic. However, by 2030, an estimated 435 million people are expected to suffer from this disease -- 7.8% of the adult population.

Dr Anoop Misra, director of the department of diabetes at Fortis Healthcare, told TOI from Montreal, "It is certain that India is on the ascending curve of the diabetes epidemic. The effort to prevent it in India must, therefore, start early with proper nutrition in pregnancy, prevention of low birth weight and proper physical activity from 10 years of age."

IDF president Prof Jean Claude Mbanya said, "The data from the atlas shows that the epidemic is out of control. No country is immune and no country is fully equipped to repel this common enemy."

Region-wise, Western Pacific records the highest number of diabetics at present (77 million), followed by South-East Asia (59 million).

Age-wise, the IDF report says, the worst affected are the 40-59-year-olds. By 2010, 132 million people in this age group are expected to suffer from diabetes. However, by 2030, this number will increase to 188 million.

The report points out another interesting trend -- women are the worst affected by this disease. In 2010, one million more women than men have diabetes (143 million women as against 142 million men). The difference is expected to increase to six million by 2030 (222 million women against 216 million men).

The urban population, as expected, has a higher incidence of the disease. By 2010, the number of people with diabetes in urban areas will be 113 million compared to 78 million in rural areas. By 2030, it is expected that this discrepancy will increase to 228 million people with diabetes in urban areas and 99 million in rural communities.

Globally, by 2010, four million deaths in the 20-79 age group will be due to diabetes -- 6.8% of global all-cause mortality in this age group. Majority of these deaths will be in India, China, US and Russia.

For convenience of PAN applicants in big cities, UTIISL has set up more than one IT PAN Service Center and likewise there are more than one TIN Facilitation Centers.

India, Russia close to final testing of air-launched BrahMos

MOSCOW

MOSCOW: Indian and Russian scientists are close to final development and testing of the air-launched version of the BrahMos supersonic cruise
missile.

A top Russian defence official said a new takeoff engine for launching of the missile in air and at extreme high altitudes had been developed.

Alexander Leonov, director of the Russian Machine Building Research and Production Centre, said: "we are ready for test launches."

Leonov was quoted as saying by the Itar-Tass news agency that the initial test firing of the missile would be undertaken from the Sukhoi-30 MKI, but did not specify the exact dates.

After testing, the IAF would be launch customers for the air launched BrahMos cruise missile, which will make the Indian Air Force, the only force in Asia to have such a capability.

The BrahMos is already inducted in its ship to shore role and land-to-land versions in the Indian Navy and Army.

Leonov for the first time disclosed that Moscow and New Delhi were also "very close" to designing and testing of the submarine launched version of the BrahMos missile.

India, South Korea ink free trade pact


NEW DELHI: India and South Korea signed a comprehensive economic partnership agreement on Friday which will make Korean consumer products and auto-parts cheaper in India.

The deal excludes fully built-up vehicles, and provides for easier movement of contractual service providers and professionals between the two countries and treatment of investments from the one another’s country at par with domestic investments.

This is the second CEPA signed by India, the other being with Singapore. This is also India’s first bilateral trade agreement with an OECD country.

As per the agreement, South Korea will eliminate duties on 93% of its industrial and agricultural products and India will do the same on 85% of its goods. India has excluded sensitive items farm products, textile items and built up automobiles from tariff elimination commitments. Duties will be phased out on most of these products in the next eight years.

The Indian subsidiary of Korean electronic goods manufacturer, Samsung India, pointed out that the pact will further strengthen business relationship between the two countries. “It will become easier to get new technology and innovative products into the country. Besides, the move will attract more Korean investments into India and vice-versa,” Samsung India deputy managing director R Zutshi told ET.

South Korean auto manufacturers with operations in India, too, are celebrating the pact as gradual elimination of the 12% duty on auto components would considerably bring down their input costs.

“It will make us more price competitive. Though the actual benefits of the FTA will result in a few years, but the reduction in duties on components and other automotive parts will bring down their effective prices and help create price advantage from our Indian operations,” Hyundai Motor India spokesman said.

The Indian industry is looking at the pact as an opportunity to bridge the bilateral trade deficit in favour of South Korea and improve export of services.

“We have projected a doubling of trade between India and South Korea within the next 5 years. Of the $10.2 billion bilateral trade for the period April 2008-February 2009, India had a deficit of $4.6 billion with Korea and this imbalance has to be corrected through greater market access for exports from India, said Ficci secretary general Amit Mitra.

Liberalisation in movement of service professionals is among the major gains expected for Indian industry out of the India–Korea CEPA, CII director general Chandrajit Banerjee pointed out. “India has a comparative advantage in services, such as IT/ITeS, Educational Services etc. We welcome the market access provided by Korea for Indian service providers”, said Mr. Banerjee.

CII expects Korean investments to flow into sectors like chemicals, food processing and metals. Both countries have committed to provide national treatment and protect each other’s investments to give a boost to bilateral investments in all sectors except these specifically exempted from it, an official release said.

The CEPA will come into force after it is ratified by the Korean National Assembly and the notifications to bring it into effect are made by the two countries.

India, Nepal set to construct dam

NEW DELHI: Thirteen years after signing a treaty, India and Nepal are all set to establish Pancheshwar Development Authority for construction of the ambitious 6000 MW Pancheswar multi-purpose project on the Indo-Nepal border.

The project seeks to build a storage dam on the Mahakali river at the boundary of Uttarakhand and Nepal. Nearly 80 per cent of the catchment area for the project would be in India and the rest in Nepal.

"The Pancheshwar Development Authority will be set up jointly with the Government of Nepal for construction, operation and maintenance of the Pancheshwar project within a year," Water Resources Minister Saifuddin Soz said.

According to Soz, the authority will help decide the "operational details" for construction of the project.

The treaty on development of the Mahakali river, called Sarda in India, was signed between the two countries in February 1996, but came into force in June 1997.

The Pancheshwar project would also facilitate regulated release of water contributing to development of irrigation potential and control flood downstream.

There is also a proposal to construct a regulatory dam. While India wants to construct the regulatory dam at Purnagiri in Uttarakhand, Nepal is interested in building it at Rupaligarh so that relief and rehabilitation problems in that country is minimised

India, Canada sign MoU on agriculture

India and Canada have signed a memorandum of understanding here to extend the co-operation in agriculture that includes the sharing of knowledge on technology as well as the marketing of farm products and animal development.

The MoU was signed by Sharad Pawar, Food and Agriculture Minister and Canada''a Minister of Agriculture Gerry Ritz.

“The cooperation envisaged in the MoU is expected to lead to increase in bilateral trade by creating new marketing opportunities benefitting farmers of both the countries,” an official statement said. It also added that the MoU provides for the representation of all stakeholders, including the private sector.

India must continue to put pressure on Pak: Aamir


Mumbai: Actor-filmmaker Aamir Khan has supported India's initiative to put diplomatic pressure on Pakistan to destroy terror networks operating within its soil post the November 26 terror attacks here.


"India should continue to put consistent and strong pressure on Pakistan and the world community should also do so. It is wrong to hold the people of Pakistan responsible for actions of some elements existing within that country," Khan said.

These elements are not only creating trouble in India but also in Pakistan.

There is lot of warmth among the people of India and Pakistan and they should come together to destroy the elements responsible for such problems, the actor said while talking to reporters at the success party of his latest film 'Ghajini'.


Khan said earlier he was not aware that 'Ghajini' had released in Pakistan and was well received. "I am happy about it," he added.

India successfully test fires Shaurya missile

BALASORE (ORISSA): India on Wednesday successfully test fired 'Shaurya', a medium-range surface-to-surface ballistic missile, to be used by its Army.

With a 600-km range, the missile is capable of hitting targets deep inside Pakistan and China.

The indigenous missile was launched from an underground facility with an in-built canister at 11.25 am from Complex-3 of the Integrated Test Range at Chandipur, DRDO sources said.

The sleek missile, with a flight duration of 485 seconds, roared into the sky leaving behind a thick yellow and white smoke on a clear sunny day, they added.

The sophisticated tactical missile is capable of carrying conventional warheads with a payload of about one tonne.

"With longer shelf-life, as it is stored in a canister just like the BrahMos supersonic cruise missile, the Shaurya is easily transportable and user-friendly. This is a technology development project," DRDO sources said in New Delhi.

Though there was speculation that the missile was a land version of the under development K-15 submarine launched ballistic missile, DRDO sources said the surface-to-surface missile had nothing to do with K-15 'Sagarika' project.

"The missile was test fired from a 30-40 feet deep pit with in-built canister specially designed for the purpose. There was no water in the pit," the sources said.

Arunachal Pradesh is an integral part of India: Pranab

Tawang: Rebuffing China's claim on Arunachal Pradesh, India yesterday asserted that the north eastern state is its integral part and ruled out ceding any of its part.

"China is often making claims on Arunachal Pradesh, but Arunachal Pradesh has a special place in our heart," said External Affairs Minister Pranab Mukherjee, who visited the 400-year-old Buddhist monastery here.

"People of Arunachal Pradesh regularly elect two representatives to the Lok Sabha and there is an elected state assembly carrying out the responsibility of administration like any of other 27 states. The question of parting company of Arunachal or any of its part does not arise," he said amidst defeaning cheers.

Mukherjee's rejection of the Chinese claim on Arunachal Pradesh follows a recent declaration by Prime Minister Manmohan Singh during a visit to the state that Arunachal was 'our land of rising sun'.

India's lunar mission set for Oct 22

India's maiden lunar mission Chandrayaan-1 is set to lift off on Oct 22 early morning from the Satish Dhawan Space Centre at Sriharikota.

India's maiden lunar mission Chandrayaan-1 is set to lift off in the early morning hours of October 22 from the Satish Dhawan Space Centre at Sriharikota, about 90km from Chennai, a top space agency official has said.

Indian Space Research Organisation (ISRO) director S. Satish said, "The tentative launch date is Oct 22 though the window will be kept open till Oct 26. Depending on the weather, we plan to launch the lunar spacecraft (Chandrayaan) around 6.30 a.m. IST."

Built at ISRO's satellite centre, this 1,380 kg spacecraft will be carried into a lunar orbit by a specially designed 320-tonne Polar Satellite Launch Vehicle (PSLV-C11), with six strap-on propellants weighing 12 tonnes each.

"The formal countdown will begin 50 hours before the launch in the early hours of Oct 20. All going well and weather permitting, the final countdown will begin hours before the actual launch on Oct 22", S. Satish added.

The spacecraft is currently in the stages of being integrated with the PSLV rocket at the SHAR launchpad, situated off the Bay of Bengal in Nellore district of Andhra Pradesh. "All systems and instruments will be checked and tested for operational purposes. The spacecraft will orbit around the moon at an altitude of 100 km to map the topography and the mineralogical resources of the lunar soil", S. Satish said.

Costing a cool Rs 3.9-billion, Chandrayaan-1 has 11 payloads, including five from India and six from the US, Europe and Bulgaria. It will also carry a moon impact probe payload to demonstrate and test the technology needed for soft-landing on the moon's surface in subsequent missions.

Famed tenor Placido Domingo to perform in India

Mumbai: World famous tenor Placido Domingo has said he was looking forward to his first ever performance in India and hoped that it would be a new experience for his fans to see him perform live.

"The public may have seen videos, DVDs and other recordings but seeing it being performed live is a new thing and it is the very first time for them to discover it," the Spanish tenor said.

His last concert in Mexico was a "fun" experience since the stadium was filled with approximately 40,000 people. It allowed many to experience a live opera for the first time, Domingo said.

Domingo will be performing in the open-air stadium of the Cricket Club of India with soprano Barbara Frittoli on October 11 as part of the centenary celebrations of the birth anniversary of conductor Mehli Mehta.

"It is a great thrill to be in Mumbai and India since it is my first trip and have wanted to come here many times," he said.

Domingo, who is also a conductor and director for two operas in the US, said that it was always fun to perform with conductor Zubin Mehta.

Resort at Wagah for Indo-Pak ties

New Delhi: A weekend visit to the famed Attari-Wagah international border, near Amritsar, is likely to be more alluring thanks to a new realm in the Indo-Pak relationship that has prompted the setting up of a global tourist resort there. The initiative was taken by India in what seems to be a major step in the confidence building measures between the two neighbours, who have also decided to launch cross-border trade through Jammu and Kashmir. Inaugurating the resort, Minister for Tourism and Culture Ambika Soni said, "The flow of tourists from across the border would help in promoting peace between the two nations."The tourist complex, earlier known as Neem Chameli, has a built-up area of around 10,000 sq ft and is spread over 1.75 acres of land with facilities for restaurants, bar, shops and rooms for domestic, as well as foreign tourists, and in particular visitors from Pakistan.
Vast potential
Soni said tourism has vast potential for employment generation and the Institute of Hotel Management set up in the area will provide opportunities for the youth. Pointing out Punjab's potential for developing Meeting Incentive Convention and Exhibition tourism in a big way, she said the Centre would provide all help to establish a convention centre in the state.

N-deal: Bush may sign away Indian concerns on Oct 8

new delhi: President George W. Bush will sign the Congressional approval of the Indo-US nuclear deal into law on Oct 8, hopefully taking care of Indian concerns over a couple of new riders in the legislation.

US Secretary of State Condoleezza Rice and Indian External Affairs Minister Pranab Mukherjee failed to sign the implementing 123 agreement during her just concluded visit to New Delhi due to Indian insistence that Bush must first sign the approval legislation.

While Rice and other US officials had taken the plea of pending "administrative details" for Bush not signing the legislation, but apparently what really kept him was how to allay Indian concerns regarding nuclear fuel assurances and technology transfers for uranium enrichment and reprocessing of spent nuclear fuel.

But White House invitations Saturday for Wednesday's ceremony indicate that the two sides may have found the right formulation to allay India's concerns over these issues by way of a signing statement as he did over certain "extraneous and prescriptive" provisions in the Hyde Act in December 2006.

"My approval of the Act does not constitute my adoption of the statements of policy as US foreign policy," he then said in a presidential statement asserting that he would specifically treat three sections - 103, 104 and 109 - relating to India's Iran policy, NSG transfer guidelines and a joint scientific cooperative nuclear non-proliferation programme at best as "advisory".

US presidents have often used such signing statements to interpret a law the way they choose without taking the extreme step of rejecting a bill outright with a veto. Usually these are quietly listed in the Federal Register recording all executive actions without a public announcement.

India's concerns over "H R 7081, United States India Nuclear Cooperation Approval and Nonproliferation Enhancement Act," stem from its mover Howard Berman making Bush's controversial statement about "political commitments" regarding nuclear fuel supply assurances not being "legally binding" a part of the legislation.

Berman, Democratic chairman of the House Foreign Affairs committee, who had initially strongly opposed to the deal on non-proliferation grounds, was brought around to supporting the legislation with the inclusion of a couple of new provisions in the bill.

He also extracted an assurance from Rice that the US would work with members of the Nuclear Suppliers Group to "prohibit" transfers of enrichment and reprocessing technology to non-members of Non-Proliferation Treaty. Rice later clarified that she had used the word "limit" not "prohibit".

Section 104 of the approved bill requires that licenses may not be issued by the Nuclear Regulatory Commission for transfers of nuclear fuel, equipment and technology until after the president determines and certifies to Congress that (1) the safeguards agreement approved by the IAEA Board of Governors on August 1, 2008, has entered into force; and (2) India has filed a declaration of facilities that is not materially inconsistent with the facilities and schedule described in its separation plan.

The legislation also requires a future administration to submit a "subsequent arrangement" for India establishing a dedicated facility to reprocess US-origin spent nuclear fuel to Congress, which would have the power to pass a resolution of disapproval.

To be sure "administrative details" too have to be worked out before the president signs a bill into law. For one, the House clerk has to first enrol the bill, print a copy on parchment paper and then send it to the White House for the president's signature. But it took just a couple of hours to do so in the case of the administration's $700 billion financial rescue package.

Another reason for the delay was as Rice put it the administration's desire to "use it as an opportunity to thank all of the people who have been involved in this", including the Indian American community and the business community which played a key role in pushing the deal through the Congress.
