China-Pak N-cooperation needs NSG approval: US

WASHINGTON: The US has asked China to halt its plan to construct two more nuclear reactors in Pakistan and indicated that any new Sino-Pak cooperation in the atomic field would require "consensus" approval from the NSG, a "difficult" to achieve.

"Although Pakistan's energy needs are real and increasing, we believe Pakistan's proliferation record would make NSG consensus difficult were China to request an exception," State Department Assistant Secretary for Legislative Affairs Matthew Reynolds said in a letter to Democrat Congressman from Massachusetts, Edward J Markey.

Reynolds said Washington has already communicated its "position clearly" to Islamabad and Beijing that the proposed cooperation between the two countries to construct two more nuclear reactors in Pakistan should not move forward.

"We have communicated our position clearly to our Chinese and Pakistani interlocutors at multiple levels in Washington, Beijing, and Islamabad, and have made plain our view that proposed cooperation on Chasma III and IV should not move forward.

The US position is that cooperation on the construction of two new reactors, Chasma III and IV, would be inconsistent with the commitments China made at the time of its adherence to Nuclear Suppliers Group (NSG) guidelines in 2004.

"We also have been in contact with other NSG members, a number of whom have expressed similar concern at the recent reports," the State Department said in the letter, which was made public today.

Reynolds also said that the US has sought and continue to seek clarification from Islamabad and Beijing on this matter.

Markey has been a vocal critic of the Indo-US civil nuclear deal, arguing that Washington's atomic cooperation with New Delhi will send wrong signals to China and Pakistan.

This October, Markey had written the secretary of state Condoleezza Rice, expressing concerns on cooperation between China and Pakistan.

Following Pakistani President Asif Ali Zardari's October trip to Beijing, senior Pakistani officials have announced that Beijing and Islamabad had agreed to expand bilateral civil nuclear cooperation at the Chasma complex, to include the construction of two additional reactors.

"We have sought and continue to seek clarification from Islamabad and Beijing on this matter. In our discussions, both Pakistan and China have defended their long and well- known civil nuclear cooperation," the senior State Department official told Markey.

"Both countries have also affirmed that any new China- Pakistan cooperation would be conducted under International Atomic Energy Agency safeguards and would be consistent with their international commitments," he added.

In 2004, China's representatives detailed in a statement China's ongoing nuclear cooperation with Pakistan that would be "grandfathered" upon China's adherence; nothing in that statement permitted construction of reactors beyond Chasma I and II, the senior US official maintained.

Meanwhile, Markey in a statement asked China not to violate its international obligations by selling new nuclear reactors to Pakistan.

"The United States has clearly stated that such a sale would be against international nonproliferation rules, and I hope other countries stand up to deliver the same message."

"Pakistan is responsible for more nuclear proliferation than any other single country; nuclear cooperation is off the table" he said

Army initiates court martial proceedings against 'corrupt' retd Lt Gen

NEW DELHI: In the first-of-its-kind case, the Army on Friday decided to initiate court martial proceedings against a retired Lieutenant-General on corruption charges for allegedly procuring poor quality food items for troops fighting insurgency in Jammu and Kashmir four years ago.

Lt Gen (retd) S K Sahni will be senior-most army officer, serving or retired, to face such disciplinary proceedings under the Army Act.

The court martial proceedings, to be presided over by a senior Lieutenant General, will begin on November 26 at the 11 Corps headquarters in Jalandhar.

The retired officer had served as the Director General (Supplies and Transport) in Army headquarters and retired from that post in 2006. He held the responsibility of supplies to the troops serving across the country.

Under the Army Act, any retired officer could be called back for court martial proceedings for offences committed during his service tenure that had come to light before or after his superannuation.

A court of inquiry probing the charges indicted him along with six other officers including a major general and 2 brigadiers.
The Delhi High Court had earlier rejected Lt Gen Sahni's plea against the disciplinary proceedings, following which the Army invoked laws that provided for action against erring officers even three years after retirement, Army sources said.
After the court orders, the Army headquarters attached him to the 11 Corps headquarters in Jalandhar for pending disciplinary proceedings following an indictment for his acts of omission and commission.
Apart from (retd) Lt Gen Sahni, another army officer (retd) Lt Gen S K Dahiya of Army Service Corps (ASC), had come close to facing court martial proceedings after a court of inquiry indicted him for supplying sub-quality meat to troops.
But he was let off after an administrative action and severe reprimand. He was also denied the post of Director General (Supplies and Transport) despite being the senior most ASC officer.
The Quarter Master General of the Army was given additional charge of Supplies and Transport with a major general appointed as the acting DG(ST).

Indira Gandhi's vision saved us from current financial crisis: Sonia Gandhi

NEW DELHI: Congress president Sonia Gandhi on Friday invoked her mother-in-law Indira Gandhi to send a message that but for the former prime minister's "much reviled" bank nationalisation four decades back the country's financial institutions would have been hit by the current global economic crisis.

"Every passing day bears out the wisdom of that decision (bank nationalisation in 1969)," Gandhi said in her address at a conference in New Delhi.

"If you allow me the liberty of showing what is to you the proverbial 'red rag to bull', Let me take you back to Indira Gandhi's much reviled bank nationalisation of 40 years ago," she told the distinguished gathering.

Gandhi went on to say that "Our prudence has been marked in the case of the financial sector.”

Lauding the public sector financial institutions, Gandhi said they have given the country's economy the stability and resilience we are witnessing in the face of the economic slowdown.

Prudence implies ensuring an economic system that imposes clear, fair rules and rewards those who play by them, Gandhi said.

It implies a system that insists upon transparency in all economic transactions, and accountability on the part of those who conduct them, she added.

"And it implies a system that accepts the need for supervisory institutions to serve as effective watchdogs, so that the interests of society as whole are not overlooked in the justifiable quest for corporate gain," she said.

India to sustain 8% growth rate: PM

Adressing the Hindustan Times Leadership Summit he said we can and we will survive this crisis
PTINew Delhi: India will sustain a growth rate of 8% despite the adverse impact of the global financial crisis, Prime Minister Manmohan Singh said today.
“We have the ability to sustain a growth rate of about eight per cent. And we will do so,” he said at the Hindustan Times Leadership Summit here.
Exuding confidence that India had the “resources and the wisdom to grapple and deal” with the crisis, Singh said all instruments of public policy -- monetary, fiscal, public investment and exchange rate -- “will be deployed” to tackle it.
Noting that the global economy was going through “choppy waters”, the Prime Minister said “we can and we will survive this crisis”.

Rupee ends weaker than 50 per dollar for first time

The rupee fell sharply against the dollar to close at an all-time low of Rs 50.02 on Tuesday. The 35-paise fall from its previous closing was prompted by heavy dollar demand from FIIs exiting Indian stocks and oil companies.

There was another reason for the precipitious drop — an arbitrage opportunity between the domestic rate and the offshore rate for non-deliverable forwards.

Forward trades on the partially-convertible rupee — under which a buyer can, say, buy dollars for a delivery at a future date but at today's price— are also conducted in offshore markets, such as Singapore and Dubai. But, in these trades, the dollars are not delivered; only the difference in the prices is paid out. It is a mechanism used by investors for hedging their India exposure.

Lately, the rupee-dollar rate in these markets had climbed to Rs 50.80/95, providing a clear arbitrage opportunity. This sparked off a rush to buy dollars in the domestic market for selling them in the offshore markets.

The rupee had earlier breached the psychologically crucial level of Rs 50 per dollar on October 27, but later recovered during the day to close at 49.95 per dollar. Since January 1, the Indian currency has depreciated by 27% from Rs 39.42 per dollar.

The rupee started depreciating since May this year, when the FIIs accelerated their sell-off of Indian equities. According to RBI data, in the past six-and-a-half months, rupee has depreciated by 25% from Rs 40 per dollar to below Rs 50 per dollar. The depreciation gained momentum since September, 2008, after the financial blow-out in US and Europe. In the past two months, the Indian currency has lost 11% value - from Rs 45 to below Rs 50 per dollar.

The RBI has been intervening in the foreign exchange market by selling dollars, but that has not been helped much in arresting the fall in the rupee's value. One indication of the RBI's extent of intervention can be gauged from the fall in foreign exchange reserves - from a peak level of $302 billion as on June 27 to $242 billion as on November 27 but a part of this drop could also be due to revaluation of the currencies in which the reserves are held.

A senior treasury official at a PSU bank said that the RBI's intervention has helped rupee to stabilize at the current level. But, as the sentiment is bad, RBI's intervention with its limited amount of foreign currency reserve will have a limited impact.

The main reason behind the rupee's depreciation is the demand of dollar from foreign institutional investors, who have sold Indian stocks worth over $13 billion since January 2008. In October alone, they sold $ 3.84 billion.

In addition, export earnings have been badly hit as the financial turmoil has started impacting sentiment in the real economy. The trade deficit widened to over $10 billion in September. On top of this, the banker said, exporters are not bringing their dollar earnings to the country.

They are parking their foreign currency earnings abroad in the hope of bringing it in later when the rupee depreciates further. This would then allow them to earn more rupees then. At the same time, as dollar is appreciating, importers are advancing their purchase of foreign currency to meet their import requirements.

Foreign exchange dealers also said there is strong dollar demand from oil refiners for making payments against crude imports.

The domestic currency moved in a wide range between Rs 49.54 per dollar and Rs 50.04 per dollar during the day. But as the 30-share sensitive index of Bombay Stock Exchange fell by 163 points or 1.83%, extending the losses to sixth day in a row, rupee also closed at the lower level. In six days, the BSE sensex has lost over 1,700 points. The RBI fixed the rupee reference rate at Rs 49.74 per dollar and at Rs 62.78 against the euro.

The rupee premiums on forward dollar - which indicate the premium buyers are willing to pay for buying dollars - however ended lower on the expectation of fresh dollar receipts by exporters. The six-month forward dollar premium payable in April ended at 58-61 paise, down from 61-64 paise on Tuesday and one year forward, maturing in October, finished lower at 85-88 paise from 90-93 paise previously.

In cross-currency trades, the rupee remained weak and moved down further against the pound sterling and the euro while edged up against the Japanese Yen. The rupee fell further against the pound to end the day at Rs 75.24 per pound from last close of Rs 74.60/62 per pound and also dropped against the single European unit to Rs 63.14/16 per euro from overnight close of Rs 62.65/67 per euro.

It, however, inched up against the Japanese Yen to Rs 51.65/67 per 100 yen from its previous close of Rs 51.67/69 per 100 Yen.

Inflation eases to 8.90%, may prompt RBI to infuse more cash

NEW DELHI: Inflation has further declined to 8.90% for the week ended November 8 from 8.98% a week ago, a development that may prompt the Reserve Bank to inject more liquidity into the system to overcome the cash crunch.

The inflation, measured by movement in wholesale prices, has come down by 0.08 percentage points mainly on account of declining prices of fuel items, triggered by fall in international crude prices.

While the prices of light diesel oil (LDO) dipped sharply by 11% during the week, in case of furnace oil and aviation fuel they came down by nine percent and five percent, respectively.

The inflation rate was 3.20% a year ago.

Sensex plunges to 3-year low of 8,451

MUMBAI: The stocks benchmark Sensex fell 323 points to 8,451.01, its lowest in three years, as bears continued to prowl the market for the seventh day on Thursday.

The 30-share index recovered partially after touching an intra-day low of 8,316.39, as a fresh fall in inflation to 8.90 per cent for the week ended November 8 led to anticipation that the Reserve Bank may further ease monetary stance.

The Bombay Stock Exchange 30-share barometer recorded a net fall of 322.77 points or 3.68 per cent from its previous close. It had closed at 8,308.93 on November 10, 2005.

The broader 50-share Nifty of the National Stock Exchange also tumbled by 81.85 points or 3.11 per cent to close at 2,553.15 from its last close.

Despite the government's confidence-building exercise in the past several weeks, investors looked worried about the future of the market, as the recession continued to spread to world's major economies.

Panic-stricken investors continuously placed sell orders, with buyers few and far between.

Market players said the dismal US economic data and the Federal Reserve's decision to lower the US growth forecast for 2009 almost endorsed worries that the financial crisis could pull the global economy deeper into recession.

Asian indices ended down by about 1.7 per cent to 7.0 per cent followed by sharp falls by about 2.0 to 3.0 per cent in the European markets in their early trade.

Realty sector was the worst hit today, shedding another 8 per cent on speculation in global markets of a fresh wave in the credit crisis.

61% turnout in Chhatisgarh polls

RAIPUR: Nearly 61 per cent of the 88 lakh voters exercised their franchise in 51 Assembly constituencies of Chhattisgarh which went to polls in the second and final phase on Thursday.

While 60 per cent turnout was reported in Raipur district, Raigarh, Korba and Jashpur registered a turnout of 65 per cent each.

In Bilaspur, 62 per cent of the voters cast their ballot, in Sarguja 60 per cent, 55 per cent in Koria , and 56 per cent in Janjgir and Chapa.

As many as 12,073 polling stations across the eight districts were set for the polling.

Electoral fortunes of 687 candidates were decided by 88,14,228-strong electorate. Prominent leaders in the electoral battle include former Chief Minister Ajit Jogi, his wife Renu Jogi, BJP state president Vishnu Deo Sai, Congress state president Dhanendra Sahu, Deputy Speaker Badridhar Diwan and Home Minster Ram Vichar Netam.

55 per cent turnout was registered in the violence marred first phase of elections on Nov 14 for 39 constituencies of the 90-member Assembly.

A flight engineer was killed when an IAF helicopter on poll duty was attacked by Naxals who also gunned down a CRPF personnel during the first phase of polling. Two landmine blasts also injured four security men and over a dozen Electronic Voting Machines were looted.

NEW DELHI: In a bonanza to officers of Central Public Sector Undertakings, the government on Thursday announced a hefty 50 to 300 per cent increase in pay-packages with effect from January 1, 2007.

A Cabinet meeting, chaired by Prime Minister Manmohan Singh, approved the new scales for 1,20,000 non-unionised supervisory staff and 2,58,000 board level officers in 216 operational Central PSUs.

It approved uniform fitment of 30 per cent of basic pay plus dearness allowance for profit making PSUs with effect from January 1, 2007. For weak and non-profitable PSUs, the fitment will depend on their affordability and will range between 10 per cent and 20 per cent.

The package would include revision in other allowances like house rent allowance, besides performance related incentives, minister of state in the Prime Minister's Office Prithviraj Chavan told reporters here.

"The revised pay scales would be implemented by issue of Presidential Directive in respect of each CPSE separately by the administrative ministry concerned," he said.

While the new pay structure would be implemented from January 1, 2007, the new allowances would accrue to employees only after the decision is notified by individual units.

The Cabinet relied on the Committee of Secretaries recommendations to classify PSUs into four categories - A, B, C and D, instead of five categories - A+, A, B, C and D recommended by the Rao Committee in May.

The chairman of 'A' category PSU will now be eligible for Rs 80,000 to 1,25,000 pay scale as against Rs 18,500 to 23,900 currently.

There are 247 CPSEs, of which 216 are in operation. In all 16,14,000 are employed in these, of which 12,36,000 are unionised workmen who negotiate their wages directly with their respective companies.

Extra outgo on account of the new pay structure would be borne by individual CPSUs and no budgetary support is involved.

MELBOURNE: Ricky Ponting has lashed out at legendary Indian Sunil Gavaskar and other former players for often blaming the Australian team for on-field confrontations, saying the Indian opener was not an angel during his playing days.

"I know that over the past 10 years, probably longer, a notion has developed that the Australian team walks out onto the field intent on getting in faces and having a few words... Unfortunately, as soon as a spectator or a commentator spots one of my team chipping on opponent, they assume it is a pre-meditated attack," Ponting said.

"The most laughable aspect is when I hear former players complaining, as though they never put a toe out of line in their day.

"I still have a vivid image of Sunil Gavaskar angrily trying to take his opening partner off the MCG with him in 1981 when he was given out lbw in a Test match, but to hear him today you'd think he was positively angelic when he was the best opening batsman in the world," he wrote in his 'Captain's Diary 2008'.

Ponting said he was disappointed by the hypocrisy of former cricketers who never kept the standards in their hey-days but were demanding the same from his team.


"In the four or five days after the Sydney Test... inevitably, some ex-players -- mostly the usual suspects --were into us, and I found their hypocrisy extremely disappointing. They were demanding standards from us that they had never kept themselves when they were Test stars.

"The classic came when Tony Grieg suggested that the batsmen of today should be walking to make it easier for the umpires. This was coming from a bloke who in his day made a virtue out of not walking.

"I always presumed that ex-players are employed by media outlets because their experience gives them a rare insight into the pressure elite cricketers are under and the way we think, but it seems to me that many of them forget about their past lives the minute they are handed a press pass.

Ponting also took a dig at just retired Indian captain Anil Kumble, saying his comment 'only one team was playing within the spirit of the game' after the Sydney Test was borrowed from a former Australian skipper Bill Woodfull.

"I'm not sure how extensive Anil's knowledge of cricket history is, but -- as was picked up immediately by reporters -- his comments echoed those made by Australian captain Bill Woodfull during the acrimonious bodyline series of 1932-33.

"'There are two teams out there, one is trying to play cricket and the other is not', Woodfull had said to English managers during the third Test of that series," he said

Pirates demand ransom for Saudi oil tanker

DUBAI: Somali pirates are demanding a ransom for the Saudi super-tanker Sirius Star, a man presented as one of the pirates said on Wednesday, according to an Al-Jazeera audio tape.

"Negotiators are located on board the ship and on land. Once they have agreed on the ransom, it will be taken in cash to the oil tanker," said the man identified as Farah Abd Jameh, who did not indicate the amount to be paid.

"We assure the safety of the ship that carries the ransom. We will mechanically count the money and we have machines that can detect fake money," the man said on an audio tape produced by the Dubai-based television network.

Seized at the weekend in the Indian Ocean some 800 kilometres off the coast of Kenya, the Sirius Star is now anchored at the Somali pirate lair of Harardhere, according to local officials.

The super-tanker was loaded to capacity with two million barrels of oil when it was seized along with its crew of 25 -- 19 from the Philippines, two from Britain, two from Poland, one Croatian and one Saudi.

It was the largest ship yet taken by Somali pirates and the attack furthest away from Somalia.

Indian Navy foils another attack by Somali pirates

NEW DELHI: Even as the supertanker the Saudi Sirius Star continues to be in the grip of pirates of the coast of Somalia, the Indian Navy appears to have taken the lead in the fight against pirates.

An Indian warship deployed in the Gulf of Aden fought Somali pirates and destroyed their vessel after a brief battle, the navy said on Wednesday.

Two accompanying speed boats sped away after the main vessel was blown up late on Tuesday.

"INS Tabar retaliated in self defence and opened fire on the mother vessel," the navy said in a statement.

"As a result of the firing by INS Tabar, fire broke out on the vessel and explosions were heard, possibly due to exploding ammunition that was stored on the vessel."

Naval officers on board the warship said they spotted pirates moving on the deck with rocket propelled grenade launchers.

"On repeated calls, the vessel's threatening response was that she would blow up the naval warship," the navy said.

India deployed INS Tabar, a naval warship, to escort Indian ships after the country's shipping firms said they were losing $450,000 a month on cost overruns and delays in meeting deadlines.

Crew members are reluctant to sail in the Gulf of Aden, one of the world's most important sea trade routes, fearing attacks by pirates.

Meanwhile, Saudi supertanker Sirius Star was hijacked over the weekend and has anchored off the coast of Somalia in Eyl, even as pirates took over another Iranian-operated cargo vessel with a Hong Kong flag ‘Delight’. US navy commander Jane Campbell of the Bahrain-based 5th Fleet said the status of the crew and cargo was not known. There are some Indians among the 25-member crew.

Last week, in the first-ever action after being deployed in the Gulf of Aden, the Indian navy on November 11 thwarted an attempt by pirates to capture an Indian merchant vessel in the region. The ship, M V Jag Arnav, had recently crossed the Suez Canal and was eastward bound when it was surrounded by pirates, who tried to board and hijack the ship, navy sources in New Delhi said.

When the 38,265-tonne bulk carrier, owned by Mumbai-based Great Eastern Shipping Company, raised an alarm, it caught the attention of the Indian naval warship, INS Tabar, which was patrolling in the Gulf of Aden waters.

Obama chooses first Black attorney general of US


WASHINGTON: Eric Holder, formerly second in charge at the Justice Department, is President-elect Barack Obama's top choice to become attorney general, an Obama official and people close to the matter said Tuesday. Holder's selection would mark Obama's first step toward filling his Cabinet, and he would become the nation's first black attorney general if confirmed by the Senate.

A member of Obama's foreign policy working group, Holder also would be called on to help close the Guantanamo Bay military prison, as Obama has promised to do, and prosecute terrorism suspects.

Holder (57) was deputy attorney general during Bill Clinotn's presidency and is a former judge and US attorney in Washington, and is widely respected in legal circles and among Justice Department career lawyers. He has been on Obama's short list to be attorney general since before the election, and already has had private conversations about how he would run the department.

One of his top priorities, according to a person familiar with his thinking, is to rebuild the department's reputation after its fiercely independent image was tarnished by charges of political meddling by the White House during the Bush administration.

Holder has been one of Obama's most trusted advisors. He was a member of the team that helped select Joe Biden as Obama's running mate.

AMRITSAR: Rajiv Gandhi had tried to rationalise the violence that claimed the lives of 300 Sikhs

A quarter century after his father Rajiv Gandhi justified the anti-Sikh riots in Delhi, Rahul Gandhi said the violence against the community in the aftermath of his grandmother's assassination was 'wrong'.

"The 1984 riots against the Sikhs were wrong and people responsible for this should be brought to justice," Gandhi told media persons in the Sikh holy city yesterday.

The Gandhi family and the Congress party have been blamed by the Sikhs for the army's operation in the Golden Temple against Sikh militants and the anti-Sikh riots following the assassinations of then PM Indira Gandhi by her two Sikh bodyguards.

Gandhi called Operation Bluestar, the name of the army operation, as a "tragedy for Punjab".

"I have seen with my own eyes how everyone left my grandmother after she lost the elections in 1977. Only her Sikh friends stayed with her," Gandhi said, trying to strike an emotional chord with the Sikh community.

Gandhi had toured Punjab for three days in September this year to revive the Youth Congress in the state. He started his tour with an unannounced visit to the Harmandar Sahib, better known as the Golden Temple in the early morning hours, catching everyone by surprise.

After his mother's assassination on October 31, 1984, Rajiv Gandhi, who became prime minister, sought to rationalise the violence that led to the death of over 3000 Sikhs, by saying "when a big tree falls, the earth shakes".

Date : Nov-19-2008 16:31 The domestic market pared all its earlier gains during the second half of session to close in red terrain due to lower US index futures and weak European markets. Fears of more foreign fund outflow offset expectation of an interest rate cut by Reserve Bank of India and more measures from the government to revive the domestic economy. The market took a rebound from five-day losing streak and belled the day on positive note. The benchmark indices continued to trade higher till afternoon on support of sustained buying on key stocks. Further market was not capable to continue the momentum and started losing ground on account of weak cues worldwide. Finally market concluded the day with negative gap. The BSE Sensex ended below 8,800 level and NSE Nifty closed below 2,700 mark. From the sectoral front, the Capital Goods stocks were worst performers as ended with cut of more than 3%. Apart from that the Bank, Power, Teck, Metal, PSU and IT stocks also followed the same trend as witnessed most of the selling from these baskets. Midcap and Small cap stocks were also under bears'' control. However, FMCG, Auto and Consumer Durables stocks were able achieve favor from the market.

Among the Sensex pack 25 stocks ended in red territory and 5 in green. The market breadth was negative as 1718 stocks closed in red while 778 stocks closed in green and 77 stocks remained unchanged.

The BSE Sensex closed lower by 163.42 points at 8,773.78 and NSE Nifty ended down by 48.15 points at 2,635. The BSE Mid Caps and Small Caps closed with losses of 61.3 points 2,998.39 and by 65.54 points at 3,493.12. The BSE Sensex touched intraday high of 9,236.27 and intraday low of 8,726.80.

Losers from the BSE Sensex pack are JP Associates (6.04%), Hindalco (5.19%), Reliance Communication Ltd (5.15%), Grasim Industries (4.62), L&T Ltd (4.12%), Reliance Infra (3.99%), HDFC (3.74%), ICICI Bank (3.62%), Satyam Computer (3.57%), HDFC Bank (3.28%), Wipro Ltd (3.18%) and BHEL (2.81%).

Gainers from the BSE Sensex pack are ITC Ltd (2.80%), Ranbaxy Lab (1.86%), M&M Ltd (1.03%), Maruti Suzuki (0.73%) and DLF Ltd (0.13%).

India Inc offers 40,000 jobs

Even as thousands are losing their jobs worldwide on deteriorating economic condition, India has a reason to cheer in just one week, firms have unveiled plans of hiring 40,000 people in the country, while nearly 30,000 jobs fell on the firing line elsewhere.

Private insurer MetLife India is looking to recruit about 2,000 managers and a whopping 30,000 advisors in the coming months.

Further, global management consultancy firm Deloitte Touche Tohmatsu is also looking to hire around 3,500 employees in India.

According to MetLife India's Managing Director Rajesh Relan, MetLife India plans to hire about 2,000 sales managers and 30,000 financial advisors by March, which would nearly double the two workforces.

Companies operating in India are "upbeat" about the economic growth here and the country's job market is totally insulated from the effects of the global financial crisis, industrialists said on the sidelines of the World Economic Forum-India Economic Summit in New Delhi.

'No job cuts in India'

"India is a productive market and we are going steady," said British Telecom (BT) Innovate and Group chief technology officer Matt Bross.

It has currently employed over 22,000 people in its business process outsourcing operations in the country. BT announced 10,000 job cuts last week.

More investment

Meanwhile, global IT software provider CA will invest $30 million for an additional facility in Hyderabad, which will house 1,000 people.

As regards the job cuts, CA senior vice-president and general manager (India) Lokesh Jindal said, "We are upbeat about the company's progress and there will not be any job cuts." This investment will be raised from internal accruals, he added.

Obama appoints fourth Indian into his team




WASHINGTON: Indian-American management expert Anjan Mukherjee has been roped in by US President-elect Barack Obama into his transition team, the fourth person from the community to be part of the 15-member high-profile group.

Mukherjee, a Managing Director of Corporate Private Equity group at Blackstone, has been appointed as one of the team leads in Economics and International Trade. His appointment has been the latest one as three other Indian-Americans Sonal Shah, Preeta Bansal and Nicholas Rathod have already been inducted into Obama's team.

Mukherjee has been involved in the execution of a number of investments in a wide range of industries. He has received a BA from Harvard University where he graduated magna cum laude as a Harry S Truman Scholar and an MBA from Harvard Business school. Before joining Blackstone, he worked with Thomas H. Lee Company and Morgan Stanley & Co. He has also worked at the Department of Education (in the Fund for the Improvement of Postsecondary Education) as well as the Brookings Institution.

Obama is the first African-American to win the US presidential elections. He will take over as the 44th president of the US on January 20, 2009. The Indian-American community overwhelmingly supported Obama in the November 4 elections, they're said to have voted for him by more than a two to one margin.

39% turnout in first phase of J-K polls

SRINAGAR: Ignoring separatists' boycott call and braving sub-zero temperature in many areas, nearly 39 per cent of over six lakh voters today exercised their franchise in the first phase of Assembly elections in ten constituencies of Jammu and Kashmir

"An estimated 38.62 per cent voters cast their ballots in the 10 constituencies spread over four districts of Poonch, Bandipora, Leh and Kargil by 2 pm," officials monitoring the polling said.

Mendhar, Poonch and Surankote constituencies in the border district of Poonch registered the highest turnout of 60 per cent, 52 per cent and 40 per cent respectively.

The turnout in two constituencies of Kargil district — Kargil and Zanskar — recorded 35 per cent polling each while in Nobra and Leh segments in Leh district registered 36.21 and 32.6 per cent voting, respectively.

The polling in Bandipora, Sonawari and Gurez constituencies in the Valley which has been hit by a cold wave after heavy snowfall started on a dull note but picked up as the day advanced.

The three constituencies recorded 25 per cent, 28 per cent and 43 per cent polling respectively. The voters ignored the separatists call for boycott and as the day advanced, came out in large numbers to line up at polling booths.

The voters in Zanskar and Kargil segments which recorded low temperature of minus 11 and minus four degrees Celsius, respectively, recorded 35 per cent voting till 2 pm.

No cut in fuel prices till companies stop making losses: PM

ON BOARD PM'S SPECIAL AIRCRAFT: Prime Minister Manmohan Singh appeared to rule out cutting prices of petrol and diesel till oil companies stop
making losses on fuel sales.

Contending that there were "limits to which government can go on subsidising", Singh said it will wait till oil companies stop making losses before considering cutting petrol and diesel prices.

"When we see that the Indian oil companies are able to sustain a reduction, that will be the right (time for such a) decision," Singh told reporters late Monday night on way back to New Delhi from his three-day maiden visit to energy rich Gulf countries.
Oil companies have started making profit on sale of petrol but they continue to incur losses on diesel sales.

"Oil companies have to bear a very heavy burden (and) there are limits to which government can go on subsidising," he said.

Indian Oil, Bharat Petroleum and Hindustan Petroleum currently make a profit of Rs 4.12 a litre on petrol but lose Rs 0.96 per litre on diesel.

Together with domestic LPG and kerosene they are expected to lose Rs 128,135 crore in revenues this fiscal.

Sensex sheds 303 points in choppy trade

MUMBAI: In see-saw trade, the Bombay Stock Exchange benchmark Sensex on Wednesday extended losses for the second day by losing another over 300
points on heavy selling in blue-ship stocks like RIL and ICICI Bank.

The 30-share barometer settled the day lower by 303.36 points, or 3.08%, at 9,536.33 after swinging wildly on alternate bouts of selling and buying. In two days it has shed nearly 1,000 points.

The bellwether index lost 280 points in early trade but it recovered sharply on encouraging numbers on industrial growth. It even seemed that the crucial 10,000 level is very well within the day's trade when the index touched the day's high of 9928.60 points.

However, by mid-session profit-booking emerged bringing the Sensex steeply lower. It even plunged to day's low of 9376.73 points before rising again to settle day at 9,536.33 points.

The broader Nifty of the National Stock Exchange also lost 90.20 points, or 3.07%, to close at 2,848.45 points.

Marketmen said sentiments were so weak that even 4.8% industrial growth in September, a reversal of abysmal performance in August, failed to revive buying support.

A fall in excise duty collection in October, coupled with a decline of 15% in country's exports in the same month have severely damaged sentiments.

Realty sector index suffered the the most by losing 7.34% at 2,046.64 as stocks of DLF Ltd fell by 8.61% at Rs 244,60, Indiabull Realty by 13.82% at Rs 112.60 and Unitech Ltd by 4.02% at Rs 49.

Reliance Industries, the heaviest among all Sensex-related stocks, also declined by 3.72%.

India successfully test fires Shaurya missile

BALASORE (ORISSA): India on Wednesday successfully test fired 'Shaurya', a medium-range surface-to-surface ballistic missile, to be used by its Army.

With a 600-km range, the missile is capable of hitting targets deep inside Pakistan and China.

The indigenous missile was launched from an underground facility with an in-built canister at 11.25 am from Complex-3 of the Integrated Test Range at Chandipur, DRDO sources said.

The sleek missile, with a flight duration of 485 seconds, roared into the sky leaving behind a thick yellow and white smoke on a clear sunny day, they added.

The sophisticated tactical missile is capable of carrying conventional warheads with a payload of about one tonne.

"With longer shelf-life, as it is stored in a canister just like the BrahMos supersonic cruise missile, the Shaurya is easily transportable and user-friendly. This is a technology development project," DRDO sources said in New Delhi.

Though there was speculation that the missile was a land version of the under development K-15 submarine launched ballistic missile, DRDO sources said the surface-to-surface missile had nothing to do with K-15 'Sagarika' project.

"The missile was test fired from a 30-40 feet deep pit with in-built canister specially designed for the purpose. There was no water in the pit," the sources said.

Obama calls Manmohan, says India important for US

New Delhi, November 12: US President-elect Barack Obama on Wednesday telephoned Prime Minister Manmohan Singh and said the US-India strategic relationship is a "very important partnership" and the his administration wants to work together with India on all important global issues.

The call was placed on Wednesday morning as earlier attempts to establish contact between the two sides failed to materialise because the PM was travelling abroad.

Singh congratulated Obama on his historic victory and said his success would be an inspiration for the oppressed people all over the world.

The Prime Minister said that the relationship between India and the US was "very good" but "we should not be satisfied with the status quo".

Singh conveyed his best wishes for the success of the Obama administration in meeting challenges that face the world and invited Obama and his wife Michelle to visit India.

Obama praised Singh's contribution to the progress of India as Finance Minister earlier and the Prime Minister now.

The Prime Minister, during the telephonic talks, said that a warm welcome awaited him in India.

Obama expressed his wish for an early visit during the telephonic talks.

Earlier, to dispel all speculation over 'no phone call' from Barack Obama to India after becoming the US President-elect, the government made arrangements to schedule a call on Wednesday between him and Prime Minister Manmohan Singh.

Official sources said there was nothing beyond scheduling issues that had prevented the call from taking place so far. In fact, India was in the first list of countries that Obama wanted to reach out but the proposed time slot was too close to the PM’s departure time for Oman and Qatar on November 8.

Singh too mentioned this to reporters on board the special Air India aircraft on Monday night while flying home from the Gulf. “This is not true (that he chose to ignore India). He wanted to talk to me the day before yesterday (Saturday). We could not establish contact because the time that was suggested was too short for us to interact. And since I have been travelling for the last two days... as soon as I get back...,” he said.

The PM, who leaves for the G20 meeting later this week, recalled his recent interaction with Obama.

“I had a very warm letter from him just before he was elected President. And I myself had written to him... I got a very warm letter from him, a detailed letter spelling out his approach to India, international affairs. Therefore, I have every reason to believe that under him, our relations will get stronger than ever before,” Singh said.

Obama wrote a lengthy letter to Singh during the campaign, spelling out his international priorities. He flagged off three broad issues — combining efforts to combat terror, working together on climate change and on nuclear disarmament.

Rahul bonds with students at alma mater St. Stephen's

New Delhi: Less than a month after he ruffled feathers by saying that questions were not encouraged in St. Stephen's College, Congress general secretary Rahul Gandhi on Tuesday visited his alma mater to a warm welcome.

Gandhi was welcomed by a thunderous applause and the girls jostled with each other for photo ops with the "good looking" young Congress MP.

During the visit to the college, he spoke of the need for youth to be more active in the political process saying "they being a major part of the Indian population should take the lead".

Students that attended the session, closed to outsiders, said that Gandhi insisted that there were avenues to enter politics, once "one sheds all fears and inhibitions before stepping into the political arena".

To a question by a student as to how one can enter politics without political contacts and backing, Gandhi reportedly said he had the political backing and advantage and did not know the other way.

The son of Congress President Sonia Gandhi in his speech also emphasized the need for good and higher education.

Less than a month ago, after comments from Gandhi that his questions "were looked down upon", the college authorities had dismissed his remarks saying that his personal experience could not be generalised and that "he hardly participated in any discussion forums during his year-long stay".

Gandhi had attended a year in the St. Stephens College till 1990 following which he studied at Harvard and Cambridge University.

"He was given a warm welcome. He spoke well, but many expected more in his speech," said Ajitesh Kir, a first-year student of history honours in the college.

Another student found him "not impressive" and on the condition of anonymity said: "He harped on the same note over and over - that one should not be scared. It seemed more like a moral lecture." IANS

Arunachal Pradesh is an integral part of India: Pranab

Tawang: Rebuffing China's claim on Arunachal Pradesh, India yesterday asserted that the north eastern state is its integral part and ruled out ceding any of its part.

"China is often making claims on Arunachal Pradesh, but Arunachal Pradesh has a special place in our heart," said External Affairs Minister Pranab Mukherjee, who visited the 400-year-old Buddhist monastery here.

"People of Arunachal Pradesh regularly elect two representatives to the Lok Sabha and there is an elected state assembly carrying out the responsibility of administration like any of other 27 states. The question of parting company of Arunachal or any of its part does not arise," he said amidst defeaning cheers.

Mukherjee's rejection of the Chinese claim on Arunachal Pradesh follows a recent declaration by Prime Minister Manmohan Singh during a visit to the state that Arunachal was 'our land of rising sun'.

105-yr-old Kalka-Shimla railway gets World Heritage Site status


The 105-year-old railway line that meanders through the hills between Kalka and Shimla, covering 102 tunnels and 800 bridges, was yesterday officially declared a World Heritage Site by UNESCO.

Minister of State for Railways R Velu unveiled the inscription plaque of the Kalka-Shimla Railway as a World Heritage Site at the Kalka railway station.

The Kalka-Shimla railway line was built in 1898 during British rule to connect the then summer capital of India, Shimla, with other parts of the country. The two-feet-six-inches narrow gauge railway line that covers a distance of 96 km was officially opened for traffic in 1903.

"This railway line actually deserves this status and everyone here is happy. Besides the fact that it is more than 100 years old, there are many things that reinforced our claim for this status," said Ajay Kochhar, station superintendent at the Kalka railway station.

MNS sword hangs over Deshdrohi

Mumbai: Kamaal R Khan is a relieved man. The Maharashtra Navnirman Sena (MNS) has decided not to file a petition against Khan's film Deshdrohi, based on the divisive politics in the city. Five members of the MNS legal team attended a special screening of the film at Star Studio in Versova, Andheri yesterday held by Khan and decided that the movie can be released in theatres.

"Some scenes that are shown in the promos are not there in the film. Khan has also changed some dialogues that were objectionable to the police. We don't think we'll file a petition against the movie, but will take a final call after consulting our seniors," said Akhilesh Chaubey, vice-president, legal cell of MNS, after watching the film.

The MNS had earlier threatened to file a petition against the movie with the Bombay High Court, alleging that the movie may provoke people and disrupt peace in the city.

Khan also held a screening of the film for the special branch of Mumbai police on Saturday at Eros, Churchgate. The police have objected to two scenes in the movie, but have yet to decide on their course of action.

Khan, the producer and lead protagonist of the film, said, "I know I have made a good film and nobody can reject it. The MNS legal team has seen my film and they seem to be fine with it. They have a few doubts, but they should get cleared."

When asked about the MNS objection to the promos of the film, Khan said, "How can anyone judge a film on the basis of a 30-second promo? I cannot edit or delete any more dialogues because it would affect the storyline of the film."

He added that his film would release on November 14 as scheduled.

Mumbai: India's first woman IPS officer Kiran Bedi is all set to host a television reality show in which she will seek to resolve real-life disputes with parties presenting their case before her.

"I am really excited about the show, which is titled 'Aap Ki Kacheri'. It was to be aired on Star Plus channel from yesterday, but has got delayed by a week due to a strike by production houses," Bedi said.

The show, which is replacing Star's much-popular soap opera 'Kyunki Saas Bhi Kabhi Bahu Thi', will bring parties embroiled in civil disputes and willing to argue their case before camera, with Bedi playing 'judge' and cross-examiner.

Eager to deflect criticism of any encroachment into the field of judiciary, Bedi made it clear that the cases will be those which are not pending before any court and all legal aspects will be looked into before recording any episode.

Bedi,hopes that the show will trigger a movement for voluntary dispute redressal systems across the country.

"If Manmohan Singh and L K Advani sits in a room with no other officials but the Directors General of Police, and listens to them, they can solve most of the law and order problems," she said.

AIIMS hospital administration gets ISO certificate

New Delhi: The hospital administration of the premier All India Institute of Medical Sciences (AIIMS) here has been awarded ISO 9001:2000 certification, officials said on Monday.

"The department has become the first of its kind in the country to document its teaching, training, research and patient care management processes through ISO 9001:2000 Quality Management Systems Certification," Shakti Gupta, head of department of hospital administration, told sources.

Gupta said AIIMS was the first medical college to start hospital administration (in 1962) as a stream of knowledge and has taken several initiatives to develop model syllabi, to meet the changing demands and skill set requirements in this field.

AIIMS is the premier medical college in the country and treats nearly 8,000 patients every day. IANS

Crude oil seen sliding towards $50 per barrel

MUMBAI: With global stock markets and data releases giving a tame scenario for global growth, crude oil is seen heading towards $50 a barrel.

International benchmark December contract on the New York mercantile Exchange is currently trading near $61, after briefly breaching $60. Domestic November future on MCX is trading closer to Rs 2980 per barrel.

According to Praveen Singh, research analyst, Sharekhan Commodities, weak equity markets as well as negative outlook for global growth are the key factors that give a negative outlook for crude oil prices. “While $62-60 range was seen as a key support, a breach on the downside can take prices further to $50. This could correspond to a price range of Rs 2500-2450 for domestic prices," he added.

Barring occasional pullbacks, all asset classes including stocks and commodities have largely continued down moves. On Tuesday, December futures rallied as high as $71.77 ahead of the US presidential election result. However, in the last two sessions, prices have given away more than 13 percent as further rate cuts from Bank of England as well as European Central Bank failed to provide any support to negative market sentiment.

“It is evident from the recent data releases that global growth is expected to decline significantly. While this would weigh on crude oil demand, investment demand has also dried out due to the liquidity crunch,” said Harish Gallipeli, research head, Karvy Comtrade.

According to the International Monetary Fund's latest report released on Thursday, it now expects 2009 global economic growth of 2.2 percent, down 0.8 percent from the forecast it gave in October. Prospects for global growth have deteriorated over the past month and developed economies will likely contract for the first time since World War II, it said.

"In this backdrop, international crude oil prices have a potential to decline towards $50 if a support of $55 is breached," said Harish.

Earlier on Monday, the European Commission said that the economic growth in the euro zone is expected to slump to 0.1 percent in 2009. It also said that region's GDP could shrink for three consecutive quarters this year and cut its forecast for full-year 2008 growth to 1.2 percent from 1.3 percent previously. Comments from UK policy makers also continue to reflect that the country might already have entered a recession.

Meanwhile, traders await the release of US October non-farm payrolls later Friday. The employment report is expected to be crucial for financial markets since another decline in the payroll would be a tenth consecutive contraction in the job market of the world's biggest economy. The unemployment rate is also expected to surge further from September's rise to 6.1 per cent, its highest gain in five years.

PM's Economic Advisory Council expects GDP to grow by around 7%

NEW DELHI: In the face of the global economic downturn, Chairman of the Prime Minister's Economic Advisory Council Suresh Tendulkar today said he expects India's GDP to grow this fiscal by around 7%.

The Prime Minister's Economic Advisory Council (PMEAC) had forecast an economic expansion by 7.7% in its June review.

"We will have a relook at our projections in January. My gut feeling is it could be 7%, one or two percentage points here and there," Tendulkar told reporters here on the sidelines of a Planning Commission review meeting on the country's macro-economic situation.

The Reserve Bank of India, in its latest policy review on October 24, projected the GDP growth of 7.5-8%.

"That (7% growth) should not worry us. We will still be recording second highest growth rate (in the world)," PMEAC Chairman said.

India recorded an economic growth of 9% in 2007-08.

PM may meet Obama at G-20 summit next weekend

WASHINGTON: India's political leadership will have its first engagement with US President-elect Barack Obama only ten days from now when Prime Minister Manmohan Singh visits Washington for the G-20 economic summit convened by President Bush.

Bush has said he will take the new president-elect into confidence over any initiatives his lame-duck administration may make of the financial crisis roiling the world. Obama's victory means the Republican administration will have to factor in Democratic views on the matter.

Singh and Obama could not meet when the Indian prime minister visited US in September at the height of the presidential campaign. But Obama wrote Singh a letter expressing regret at not being able to meet him and offered condolences on the terrorist attack in Delhi and on the Indian Embassy in Kabul.

More strikingly, Obama said in his letter that the nuclear agreement was "only as a beginning of a much closer relationship between our two great countries," and he would like to see US-India relations "grow across the board to reflect our shared interests, shared values, shared sense of threats, and ever burgeoning ties between our two economies and societies."

Obama -- more likely his campaign managers acting in his name -- has shown a keen eye and appreciation of events in India, issuing statements on such developments as Field Marshal Sam Manekshaw's death and the launch of Chandrayaan.

In lighter moments, he has joked about his ability to make 'daal' and of feeling like a 'desi' who carries a Hanuman figurine as a good luck charm.

But in the serious business of geo-politics, Obama has shown a sure touch, not crossing any red lines that might offend New Delhi's notoriously thin-skinned establishment. He supported the Bush-Rice conceived US-India Civilian Nuclear Agreement despite initial reservations planted by the non-proliferation lobby and reiterated his support in his letter to Singh in September.

A more recent remark on resolving the Kashmir issue caused a kerfuffle in New Delhi among political parties ever ready to score points, but it caused greater consternation in Islamabad, which believes the solution he has in mind is based on freezing the current status quo.

In any case, there is little likelihood of any dramatic moves in bilateral ties between Washington and New Delhi in the next six months given that when Obama takes office on January 20, India will be entering the election mode.

One idea germinating in political and diplomatic circles is to have Rahul Gandhi attend Obama's Inauguration event to familiarize the new administration with India's young leadership, which is frequently overshadowed by its geriatrics.

India's ministers and mandarins are weighing the implications of the Obama win after the unexpected warmth between Washington and New Delhi during the final years of the Bush presidency culminating in the nuclear deal. Diplomats broadly say they don't expect any sea change in ties with a shift in administration or government in either country.

"So much also depends on the cabinet-level appointments he makes," one diplomat tasked with monitoring the developments in Washington told ToI. "Within the two Bush terms there was a world of difference in ties when Condi Rice became Secretary of State compared to when Colin Powell was in office."

The Indian-American community too -- largely Democrat-oriented despite the recent dalliance of the wealthier ones with Republicans -- is ecstatic. Although older desi Democrats initially backed Hillary Clinton, plenty of younger Indian-American Democrats were smitten by the Obamania and worked on his campaign, including some gearheads who handled the technology aspects of his campaign.

Even Indian-American Republican supporters celebrated Obama's win although they had invested time, energy and money on behalf of McCain.

"This is a joyous occasion not only for African Americans but for all minorities," said Dallas realtor Ashok Mago, a Republican activist from Bush's home state. "Under Obama administration relations between USA and India should continue to strengthen because these are based on mutual values and interests."

Mike Ghouse, an Indian-American who runs a inter-faith initiative out of Texas, said he had tears in his eyes as he saw Obama ride to victory. "A sense of safety permeated through my body," he said. "I know everything is going to be alright."

Three militants killed in Poonch

Poonch: Three militants were killed when security forces on Saturday foiled an infiltration bid along the line of control (LoC0 in Sabjian area of Poonch district in Jammu and Kashmir, defence sources said here.

Troops noticed a group of militants sneaking into Indian side via CRP Dhok area of Sabjian sub-sector in Poonch district in wee hours, they said.

Border Security Force (BSF) and army deployed in the area challenged the militants who opened fire, the sources said, adding the troops also retaliated.

Three militants have been killed in the exchange of fire, they said. Meanwhile, a Naib Subedar was injured in the encounter and hospitalised.
